A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on April 20, 2015, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:01
p.m., with Council President Burgess presiding.

C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR

ACTION 1:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.
ACTION 2:
Motion was made by Councilmember Sawant and duly seconded, to
amend the proposed Introduction and Referral Calendar by introducing
Council Bill 118379, and by referring it to the Full Council for final
consideration on April 27, 2015.
Council Bill 118379, relating to the Woodland Park Zoo; adopting an
acquisition and disposition policy relating to the Zoo elephants; barring
the transfer of the Zoo elephants to any other zoo; requiring that if the
elephants are transferred that such transfer shall be to the Performing
Animal Welfare Society elephant sanctuary in San Andreas, California;
and ratifying and confirming certain prior acts.
The Motion failed by the following vote:
In favor: O'Brien, Sawant - 2
Opposed: Bagshaw, Burgess, Godden, Harrell, Rasmussen - 5
ACTION 3:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.

8. CB 118361 AN ORDINANCE relating to funding for housing and
community development programs; adopting the City of
Seattle 2015 Annual Action Plan to the 2014 - 2017
Consolidated Plan for Housing and Community Development
and authorizing its submission to the United States
Department of Housing and Urban Development; authorizing
acceptance of grant funds from that department for programs
and activities included in the Annual Action Plan; modifying
appropriations to various departments and budget control
levels in the 2015 Adopted Budget; and ratifying and
confirming prior acts, all by a three-fourths vote of the City
Council.
ACTION 1:
Motion was made and duly seconded to pass Council Bill No. 118361.
ACTION 2:
Motion was made by Councilmember Burgess, duly seconded and
carried, to amend Council Bill No. 118361, Attachment 1, Action Plan
Sections 15, 35, and 38, as shown in the Proposed Amendment
supporting document.
ACTION 3:
Motion was made and duly seconded, to pass Council Bill No. 118361
as amended.

grants and execute related agreements for and on behalf of
the City; amending Ordinance 124648, which adopted the 2015
Budget, including the 2015-2020 Capital Improvement Program
(CIP); changing appropriations to the Seattle Department of
Transportation; adding a new project; revising allocations for
certain projects in the 2015-2020 CIP; and ratifying and
confirming certain prior acts.
