A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on May 4, 2015, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:00
p.m., with Council President Burgess presiding.
B. ROLL CALL
Present: 9 - Bagshaw, Burgess, Godden, Harrell, Licata, O'Brien, Okamoto,

C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR
IRC 13 May 4, 2015 (Revised; 4/30/15 at 4:50 p.m.)
Motion was made, duly seconded and carried, to adopt the
proposed Introduction and Referral Calendar (IRC) by the
following vote:

D. APPROVAL OF THE AGENDA
Motion was made, duly seconded and carried, to adopt the proposed

Oath of Office and Inaugural Address by Councilmember John
Okamoto
The Oath of Office was administered to Councilmember Okamoto by
Monica Martinez Simmons, City Clerk. Councilmember Okamoto then
presented his Inaugural Address.

CB 118389 AN ORDINANCE appropriating money to pay certain audited
claims and ordering the payment thereof.

1. Res 31578 A RESOLUTION reaffirming the City of Seattle’s support of
Somali communities to continue remittances to Somalia and
the Horn of Africa.
The Committee recommends that Full Council adopt as
amended the Resolution (Res).

ACTION 1:
Motion was made by Councilmember Harrell, duly seconded and
carried, to amend Resolution No. 31578, by substituting version 4 for
version 3.
ACTION 2:
Motion was made and duly seconded to adopt Resolution No. 31578 as
amended.

Administrative Services, declaring the vacant property located
at 8030 Fauntleroy Way SW as surplus to the City’s needs;
authorizing the sale of said property; authorizing the Director
of Finance and Administrative Services to execute all
documents for the sale and transfer of the property to Gary
Moore; and directing how proceeds from the sale shall be
distributed.
The Committee recommends that Full Council pass the
Council Bill (CB).

from the Water Fund Revenue Stabilization Subfund; revising
water rates and charges, and credits to low income
customers; and amending the Seattle Municipal Code
Sections 21.04.430, 21.04.440, and 21.76.040.
The Committee recommends that Full Council pass the

Protect Seattle’s Waterways” and to fulfill the obligations set
forth therein, to fulfill obligations under a Consent Decree
required by the United States Environmental Protection
Agency and the State of Washington Department of Ecology.
The Committee recommends that Full Council pass the

Motion was made and duly seconded to adopt Resolution No. 31579.
