CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on May 4, 2015, pursuant to the provisions of the City Charter. The meeting was called to order at 2:00 p.m., with Council President Burgess presiding. B. ROLL CALL Present: 9 - Bagshaw, Burgess, Godden, Harrell, Licata, O'Brien, Okamoto, Rasmussen, Sawant C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 13 May 4, 2015 (Revised; 4/30/15 at 4:50 p.m.) Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar (IRC) by the following vote: In Favor: 9 - Bagshaw, Burgess, Godden, Harrell, Licata, O'Brien, Okamoto, Rasmussen, Sawant Opposed: None D. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. APPROVAL OF THE JOURNAL There were no minutes presented for approval. F. PRESENTATIONS Oath of Office and Inaugural Address by Councilmember John Okamoto The Oath of Office was administered to Councilmember Okamoto by Monica Martinez Simmons, City Clerk. Ms. Richard addressed the Council regarding a non-Agenda item. H. PAYMENT OF BILLS CB 118389 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill No. 118389. The Motion carried and the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, Burgess, Godden, Harrell, Licata, O'Brien, Okamoto, Rasmussen, Sawant Opposed: None I. COMMITTEE REPORTS PUBLIC SAFETY, CIVIL RIGHTS, AND TECHNOLOGY COMMITTEE Page 2 Full Council Meeting Minutes May 4, 2015 1. Res 31578 A RESOLUTION reaffirming the City of Seattle’s support of Somali communities to continue remittances to Somalia and the Horn of Africa. The Committee recommends that Full Council adopt as amended the Resolution (Res). In Favor: 4 - Sawant, Harrell, O'Brien, Licata Opposed: None ACTION 1: Motion was made by Councilmember Harrell, duly seconded and carried, to amend Resolution No. 31578, by substituting version 4 for version 3. ACTION 2: Motion was made and duly seconded to adopt Resolution No. 31578 as amended. CB 118373 AN ORDINANCE relating to the Department of Finance and Administrative Services, declaring the vacant property located at 8030 Fauntleroy Way SW as surplus to the City’s needs; authorizing the sale of said property; authorizing the Director of Finance and Administrative Services to execute all documents for the sale and transfer of the property to Gary Moore; and directing how proceeds from the sale shall be distributed. The Committee recommends that Full Council pass the Council Bill (CB). CB 118369 AN ORDINANCE relating to rates and charges for water services of Seattle Public Utilities; authorizing withdrawals from the Water Fund Revenue Stabilization Subfund; revising water rates and charges, and credits to low income customers; and amending the Seattle Municipal Code Sections 21.04.430, 21.04.440, and 21.76.040. The Committee recommends that Full Council pass the Council Bill (CB). The Committee recommends that Full Council pass the Council Bill (CB). Motion was made and duly seconded to adopt Resolution No. 31579.
