A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on May 11, 2015, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:01
p.m., with Council President Burgess presiding.

1. Appt 00043 Appointment and Oath of Office of Jesus Aguirre as
Superintendent of the Department of Parks and Recreation,
for a term of confirmation from June 1, 2015 to May 31, 2019.
The Committee recommends that Full Council confirm the
Appointment (Appt).

2. CB 118387 AN ORDINANCE relating to the Opportunity Fund category of
the 2008 Parks and Green Spaces Levy; authorizing the
acceptance of monetary donations from the Seattle Parks
Foundation, Friends of Rainier Beach Urban Farm, and Seattle
Tilth to support the existing Rainier Beach Urban Farm and
Wetlands Improvements project (K730153); increasing
appropriations to the Department of Parks and Recreation in
the 2015 Adopted Budget; and amending the 2015-2020
Adopted Capital Improvement Program; all by a three-fourths
vote of the City Council.
The Committee recommends that Full Council pass the
Council Bill (CB).

PLANNING, LAND USE, AND SUSTAINABILITY COMMITTEE
4. Res 31576 A RESOLUTION related to the use of the Port of Seattle’s
Terminal 5 for Arctic drilling operations.
The Committee recommends that Full Council adopt the
Resolution (Res).

ACTION 1:
Motion was made by Councilmember Sawant, duly seconded and
carried, to amend Resolution No. 31576, by adding five recitals listed
below and provided in the Proposed Amendment as a Supporting
Document.
7th-10th Recitals:
WHEREAS, fossil fuel corporations often cite jobs as justification for
expansions; and
WHEREAS, every job is of vital importance to workers’ living standards,
and positions taken by the City should affirm that importance; and
WHEREAS, research from the Political Economy Research Institute
shows that “clean-energy activities produce more jobs, dollar for dollar,
than fossil fuel-related activities”; and
WHEREAS, Steelworkers at several oil refineries operated by Shell went
on strike in 2015 against intolerable and unsafe working conditions; and
15th Recital:
WHEREAS, the City and Port have the ability and the moral obligation to
promote a just transition to green energy infrastructure and away from
an expansion of the oil industry, in a manner that protects and creates
living wage, unionized jobs; and
ACTION 2:
Motion was made and duly seconded to adopt Resolution No. 31576 as
amended.

Ordinance No. 123477; amending the Official Land Use Map
(Chapter 23.32) to rezone certain land in 42
neighborhood-commercial zones to add the "P" suffix for new
and expanded pedestrian-designated areas; amending the
development standards for areas with pedestrian
designations, amending Chapter 23.47A and Sections
23.41.012, 23.54.015, 23.54.020, and 23.84A.048 of the Seattle
Municipal Code.
Motion was made and duly seconded to pass Council Bill No. 118383.

execution of a collective bargaining agreement between the
City of Seattle and the International Brotherhood of Electrical
Workers, Local 77 Material Controllers Unit to be effective
January 1, 2013 through December 31, 2015; authorizing the
payment of compensation negotiated in the collective
bargaining agreement; and ratifying and confirming prior acts.
Motion was made and duly seconded to pass Council Bill No.118388.
The Motion carired, the Council Bill (CB) was passed by the
following vote and the President signed the Bill:
