A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on May 26, 2015 pursuant to the
provisions of the City Charter. The meeting was called to order at 2:00
p.m., with Council President Burgess presiding.

1. CB 118391 AN ORDINANCE relating to the 2015 Budget; amending
Ordinance 124648, which adopted the 2015 Budget; changing
appropriations to the Seattle Department of Transportation
and to the Human Services Department; creating both exempt
and non-exempt positions; authorizing the Director of Finance
to enter into an interlocal agreement with the State
Department of Licensing; and ratifying and confirming certain
prior acts; all by at least a 3/4 vote of the City Council.
The Committee recommends that Full Council pass the
Council Bill (CB).

Motion was made by Councilmember Rasmussen, duly seconded and
carried, to amend Council Bill No. 118391, Section 1 as follows:
Action 1:
Of the money appropriated in the 2015 budget for the Seattle
Department of Transportation’s Mobility-Operations BCL and the Human
Services Department’s Community Support and Assistance BCL,
$100,000 in each BCL may not be spent until the chair of the City
Council Transportation Committee files with the City Clerk his
certification that the Executive has submitted a report to the
Transportation Committee on how the money is proposed to be spent
for the Vehicle License Fee rebate and the Low Income Access
programs or whether it will instead be used for other transportation
priorities consistent with Seattle Transportation Benefit District
Proposition 1.
The report should include:
1. An accounting of how funds within the Human Services
Department’s (HSD) Community Support and Assistance BCL
have been used to date to implement the Vehicle License Fee
rebate and the Low Income Access programs, including:
a. The number of Vehicle License Fee rebate applications
received by HSD and how many rebates have been issued
by HSD;
b. The average processing time for Vehicle License Fee
rebate applications and any backlog of applications; and
c. The number of Seattle residents enrolled in the ORCA Lift
program by HSD.

2. An Outreach and Enrollment Plan for the Executive’s future
implementation of the Vehicle License Fee rebate and Low
Income Access programs, including:
a. Short- and long-term goals related to outreach and
marketing of both programs in order to increase
awareness and increase enrollment in the programs;
b. Short- and long-term goals related to the number of
Vehicle License Fee rebates and ORCA Lift cards to be
distributed to Seattle residents on a monthly basis;
c. Strategies related to lowering the cost of processing and
distributing Vehicle License Fee rebates; and
d. A list of relevant organizations and/or community groups
that HSD and the Seattle Department of Transportation
have met with to assist in developing strategy to promote
the Vehicle License Fee rebate and Low Income Access
programs.

amending Ordinance 124648; increasing funds for the Human
Services Operating Fund; designating positions as exempt
from Civil Service status; authorizing the execution of a
Memorandum of Agreement between The City of Seattle and
Public Service and Industrial Employees Local 1239 and a
Memorandum of Agreement between The City of Seattle and
International Union of Operating Engineers Local 286; and
ratifying and confirming prior acts; all by a three-fourths vote
of the City Council.
The Committee recommends that Full Council pass the
