A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on July 27, 2015, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:01
p.m., with Council President Burgess presiding.
B. ROLL CALL
Present: 9 - Bagshaw, Burgess, Godden, Harrell, Licata, O'Brien, Okamoto,
Rasmussen, Sawant
C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR
IRC 25 July 27, 2015
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.
ACTION 1:
Motion was made by Councilmember Licata, duly seconded and carried,
to amend the proposed Introduction and Referral Calendar by
introducing Council Bill No. 118451 and by referring it to the Finance
and Culture Committee.
Council Bill No. 118451, An Ordinance relating to the Summit
Re-Implementation project in the Department of Finance and
Administrative Services; amending Ordinance 124648, which adopted
the 2015 Budget; establishing the 2016 Multipurpose LTGO Bond Fund;
authorizing the loan of funds from the City’s Consolidated (Residual)
Cash Pool, or its participating funds, in the amount of $22,000,000, to
the 2016 and 2017 Multipurpose LTGO Bond Funds for bridge financing
of the Summit Re-Implementation project; establishing a budget control
level in the 2016 Multipurpose LTGO Bond Fund; increasing
appropriations in the 2016 Multipurpose LTGO Bond Fund; and ratifying
and confirming certain prior acts; all by a 3/4 vote of the City Council.
ACTION 2:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar as amended.
The Motion carried, and the Introduction & Referral Calendar
(IRC) was adopted as amended by the following vote:

Motion was made by Councilmber Okamoto, duly seconded and carried,
to amend Resolution No. 31604, section 2, by deleting one of the two
commas after "Seattle Fire Department."

amended.

declaring certain real property rights surplus to utility needs;
authorizing the General Manager and Chief Executive Officer
to execute an agreement for the City to grant an easement for
parking and access purposes over a portion of the City’s
fee-owned Bothell-Canal Transmission Corridor at 17524
Aurora Avenue North in the City of Shoreline, Washington;
accepting payment for the true and full value of the easement
from GCW Shoreline, LLC, and WG @ Shoreline, LLC; and
ratifying and confirming certain prior acts.
The Committee recommends that Full Council pass the

21.49.057, 21.49.081, and 21.49.100 of the Seattle Municipal
Code to implement new rates for the city of SeaTac that reflect
the terms of the 2015 franchise agreement.
