A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on October 12, 2015, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:02
p.m., with Council President Burgess presiding.
B. ROLL CALL

C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR
Councilmember Godden entered the Council Chamber at 2:03 p.m.

ACTION 1:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.
ACTION 2:
Motion was made by Councilmember Burgess, duly seconded and
carried, to amend the proposed Introduction and Referral Calendar by
introducing Resolution 31623, and by referring it to the Full Council.
Resolution 31623, A Resolution opposing Washington Initiative Measure
1366 and urging Seattle voters to vote "no" on Initiative 1366 on the
November 3, 2015 general election ballot.
ACTION 3:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar as amended.
The Motion carried, and the Introduction & Referral Calendar
(IRC) was adopted as amended by the following vote:

1. Res 31621 A RESOLUTION relating to the acknowledgment of the various
harms and ongoing historical and inter-generational traumas
impacting American Indian, First Nations, and Alaskan Natives
for the forcible removal of Indian children and subsequent
abuse and neglect resulting from the United States’ American
Indian Boarding School Policy during the 19th & 20th
Centuries; supporting American Indian and Alaskan Native
communities’ efforts in calling on the United States Congress
to commission a study and report on the United States’
responsibility and role in adopting and implementing an
American Indian Boarding School Policy; and committing to
work with the local American Indian and Alaskan Natives in
efforts of reconciliation in addressing the impacts of historical
trauma, language and cultural loss, and alleged genocide.

categorical exemption for SEPA review of proposed “infill”
development.

8. CB 118469 AN ORDINANCE, relating to land use and zoning, amending
the Seattle Comprehensive Plan to reflect changes needed as
part of the periodic review and to incorporate changes
proposed as part of the 2014-2015 Comprehensive Plan annual
amendment process and amending Section 23.52.004 of the
Seattle Municipal Code.
The Committee recommends that Full Council pass as
amended the Council Bill (CB).

ACTION 1
Motion was made by Councilmember O’Brien, duly seconded and
carried, to amend Council Bill 118469, Section 3, by relabeling the
subsections with letters; adding a new Section 4 as shown below; and
by renumbering the last section accordingly.

Section 3. Legislative findings. The Seattle City Council makes
the following legislative findings:
1A. The State of Washington Growth Management Act, RCW
36.70A.130, requires that the City of Seattle conduct a periodic review
and evaluation of its Comprehensive Plan and development regulations
and to take action to revise that plan and regulations, as necessary, by
June 2015; and
2B. The City of Seattle engaged in a comprehensive review of
its Comprehensive Plan and development regulations over the last
[eighteen months. This ordinance constitutes the conclusion of the city's
review process and it was completed in accordance with GMA update
requirements, including RCW 36.70A.130
Section 4. The Council requests that the Department of Planning
and Development or its successor department develop a proposal for
Council consideration in 2016 that allocates a share of estimated
residential and employment growth outside of urban centers to urban
villages. The Council further requests that the alternative include
policies or a narrative description of a work program to monitor how
growth in urban centers and villages will be tracked in relation to existing
and planned infrastructure.
Section 45. This ordinance shall take effect and be in force 30
days after its approval by the Mayor, but if not approved and returned by

the Mayor within ten days after presentation, it shall take effect as
provided by Seattle Municipal Code Section 1.04.020.
