CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on October 19, 2015, pursuant to the provisions of the City Charter. The meeting was called to order at 2:01 p.m., with Council President Burgess presiding. B. ROLL CALL Present: 8 - Bagshaw, Burgess, Godden, Harrell, Licata, O'Brien, Rasmussen, Sawant C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 35 October 19, 2015 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: Motion was made by Councilmember Bagshaw, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31625, and by referring it to the October 26, 2015 Full Council meeting. Resolution 31625, A Resolution endorsing Washington Animal Trafficking, Initiative 1401, on the ballot in Washington on November 3, 2015. ACTION 3: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. Paula Revere addressed the Council regarding a non-Agenda item. Port of Seattle Commissioner Courtney Gregoire addressed the Council regarding Agenda item 2, Council Bill 118366. John Odland addressed the Council regarding Agenda item 2, Council Bill 118366. Al Muehlenbruch addressed the Council regarding Agenda item 2, Council Bill 118366. Jordan Royer addressed the Council regarding Agenda item 2, Council Bill 118366. Christopher King addressed the Council regarding a non-Agenda item. PAYMENT OF BILLS CB 118524 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 118524. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, Burgess, Godden, Harrell, Licata, O'Brien, Okamoto, Rasmussen, Sawant Opposed: None I. COMMITTEE REPORTS FULL COUNCIL Page 3 Full Council Meeting Minutes October 19, 2015 1. Res 31623 A RESOLUTION opposing Washington Initiative Measure 1366 and urging Seattle voters to vote “no” on Initiative 1366 on the November 3, 2015 general election ballot. Motion was made and duly seconded to adopt Resolution No. 31623. Councilmembers spoke in support of Resolution No. 31623. In accordance with Revised Code of Washington 42.17A.555 and Seattle Municipal Code 2.04.300, Council President Burgess provided the public an opportunity to speak in favor of or opposition to the ballot measure. Paula Revere addressed the Council in support of Resolution No. 31623. Paul W. Locke addressed the Council in opposition to Resolution No. 31623. Good Space Guy addressed the Council in opposition to Resolution No. 31623. Sara Kiesler addressed the Council in support of Resolution No. 31623. LaCrese Green addressed the Council in opposition to Resolution No. 31623. Public Comment on Resolution No. 31623 was closed. The Motion carried, the Resolution (Res) was adopted by the following vote, and the President signed the Resolution: In Favor: 9 - Bagshaw, Burgess, Godden, Harrell, Licata, O'Brien, Okamoto, Rasmussen, Sawant Opposed: None TRANSPORTATION COMMITTEE Page 4 Full Council Meeting Minutes October 19, 2015 2. CB 118366 An ORDINANCE related to special permits for the limited movement of vehicles carrying sealed ocean-going containers in excess of the legal weight limits; adopting a new chapter 11.61 to the Seattle Municipal Code establishing such a special permit system; authorizing the Department of Transportation to execute agreements with the Port of Seattle to accept funds; creating a Commercial Vehicle Enforcement Officer position to monitor and enforce the heavy haul network and ratifying and confirming certain prior acts. The Committee recommends that Full Council pass as amended the Council Bill (CB) with a Divided Report. In Favor: 4 - Rasmussen, Godden, Okamoto, Burgess Opposed: 2 - O'Brien, Sawant The Council Bill (CB) was passed by the following vote and the President signed the Bill: In Favor: 9 - Bagshaw, Burgess, Godden, Harrell, Licata, O'Brien, Okamoto, Rasmussen, Sawant Opposed: None J. ADOPTION OF OTHER RESOLUTIONS 3. Res 31624 A RESOLUTION affirming the City of Seattle’s support of Planned Parenthood and recognizing its vital role in providing health care. Motion was made and duly seconded to adopt Resolution 31624. OTHER BUSINESS Councilmember Licata announced that a letter, regarding the purchase of Olympic Security by Universal Protection Service, was being circulated for Councilmembers signatures. Motion was made, duly seconded and carried, to excuse Councilmember O'Brien from the October 26, 2015 Full Council Meeting. Page 4 Full Council Agenda October 19, 2015 *Notice of Public Comment related to Resolution No. 31623: As part of this meeting, the Seattle City Council intends to vote on Resolution No. 31623, entitled, "A RESOLUTION opposing Washington Initiative Measure 1366 and urging Seattle voters to vote “no” on Initiative 1366 on the November 3, 2015 general election ballot.” Ballot title of I-1366: “Initiative Measure No. 1366 concerns state taxes and fees. This measure would decrease the sales tax rate unless the legislature refers to voters a constitutional amendment requiring two-thirds legislative approval or voter approval to raise taxes, and legislative approval for fee increases. Should this measure be enacted into law? Yes [ ] No [ ]” As provided for under RCW 42.17A.555 and Seattle Municipal Code 2.04.300, the City Council will afford members of the public an opportunity at the October 19, 2015, City Council meeting to express a view opposite that embodied in the proposed City Council Resolution 31623. An equal opportunity will be given to proponents and opponents of the measure. The City Council meeting on October 19 will begin at 2:00 p.m. in the Council Chamber at 600 Fourth Avenue (entrance on Fifth Avenue), 2nd floor. A sign-up sheet will be available at 1:45 p.m. Speakers will be drawn from the sign-up list in the order in which they sign, alternating between proponents and opponents of the measure, until the time allotted to members of the public is exhausted.
