CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on October 26, 2015, pursuant to the provisions of the City Charter. The meeting was called to order at 2:02 p.m., with Council President Burgess presiding. B. ROLL CALL Present: 5 - Burgess, Godden, Harrell, Rasmussen, Sawant Excused: 2 - Licata, O'Brien Late Arrival: 1 - Bagshaw C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 36 October 26, 2015 Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar by the following vote: In Favor: 6 - Burgess, Godden, Harrell, Okamoto, Rasmussen, Sawant Opposed: None D. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. PAYMENT OF BILLS CB 118526 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Councilmember Bagshaw entered the Council Chamber at 2:05 p.m. Motion was made and duly seconded to pass Council Bill 118526. The Motion carried, the Council Bill (CB) passed by the following vote, and the President signed the Bill. In Favor: 7 - Bagshaw, Burgess, Godden, Harrell, Okamoto, Rasmussen, Sawant Opposed: None I. COMMITTEE REPORTS FULL COUNCIL Page 2 Full Council Meeting Minutes October 26, 2015 1. Res 31625 A RESOLUTION endorsing Washington Animal Trafficking, Initiative 1401, on the ballot in Washington on November 3, 2015. ACTION 1: Motion was made and duly seconded to adopt Resolution 31625. ACTION 2: Motion was made by Councilmember Bagshaw, duly seconded and carried, to amend Resolution 31625, first recital, as shown in the underlined language below: WHEREAS, if passed, Initiative 1401 will strengthen Washington’s laws against trafficking in products derived from ten iconic and threatened animal species or groups of species (elephants, rhinos, lions, tigers, cheetahs, leopards, pangolins, marine turtles, sharks, and rays); In accordance with Revised Code of Washington 42.17A.555 and Seattle Municipal Code 2.04.300, Council President Burgess provided the public an opportunity to speak in favor of or opposition to the ballot measure. Mark Plunkett addressed the Council in support of Resolution 31625. Shawn Cantrell addressed the Council in support of Resolution 31625. Jared Axelrod addressed the Council in support of Resolution 31625. Jennifer Hillman addressed the Council in support of Resolution 31625. Kerston Swartz addressed the Council in support of Resolution 31625. Ryan Lechner addressed the Council in support of Resolution 31625 Frank Coble addressed the Council regarding a non-Agenda item. Gary Kaufman addressed the Council on an item not related to Resolution 31625. Public Comment on Resolution 31625 was closed. ACTION 3: Page 3 Full Council Meeting Minutes October 26, 2015 Motion was made and duly seconded to adopt Resolution 31625 as amended. The Motion carried, the Resolution (Res) was adopted as amended by the following vote, and the President signed the Resolution. In Favor: 7 - Bagshaw, Burgess, Godden, Harrell, Okamoto, Rasmussen, Sawant Opposed: None J. ADOPTION OF OTHER RESOLUTIONS 2. Res 31626 A RESOLUTION setting the public hearing on the petition of Acorn Development LLC for the vacation of the alley in Block 21, Heirs of Sarah A. Bell’s Second Addition to the City of Seattle in the Denny Triangle neighborhood of Seattle, according to Chapter 35.79 Revised Code of Washington, Seattle Municipal Code 15.62, and Clerk’s File 314278. Motion was made and duly seconded to adopt Resolution 31626. The Motion carried, the Resolution (Res) adopted by the following vote, and the President signed the Bill In Favor: 7 - Bagshaw, Burgess, Godden, Harrell, Okamoto, Rasmussen, Sawant Opposed: None K. Ballot title of I-1401: “Initiative Measure No. 1401 concerns trafficking of animal species threatened with extinction. This measure would make selling, purchasing, trading, or distributing certain animal species threatened with extinction, and products containing such species, a gross misdemeanor or class-C felony, with exemptions for certain types of transfers. Should this measure be enacted into law? Yes [ ] No [ ]” As provided for under RCW 42.17A.555 and Seattle Municipal Code 2.04.300, the City Council will afford members of the public an opportunity at the October 26, 2015, City Council meeting to express a view opposite that is embodied in the proposed City Council Resolution 31625. An equal opportunity will be given to proponents and opponents of the measure. The City Council meeting on October 26 will begin at 2:00 p.m. in the Council Chamber at 600 Fourth Avenue (entrance on Fifth Avenue), 2nd floor. A sign-up sheet will be available at 1:45 p.m. Speakers will be drawn from the sign-up list in the order in which they sign, alternating between proponents and opponents of the measure, until the time allotted to members of the public is exhausted.
