CALL TO ORDER The City Council of The City of Seattle met in Special Session in the Council Chamber in City Hall in Seattle, Washington, on November 3, 2015, pursuant to the provisions of the City Charter. The meeting was called to order at 2:02 p.m., with Council President Burgess presiding. B. ROLL CALL Present: 8 - Bagshaw, Burgess, Godden, Harrell, Licata, O'Brien, Rasmussen, Sawant C. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. Page 1 Full Council Meeting Minutes November 3, 2015 D. FULL COUNCIL REPORT/FINAL VOTE ON LEGISLATION Page 3 Full Council Meeting Minutes November 3, 2015 1. Res 31630 A RESOLUTION ratifying and confirming the Mayoral Proclamation of Civil Emergency and three orders related to homelessness of November 2, 2015. ACTION 1: Motion was made and duly seconded to adopt Resolution 31630. ACTION 2: Motion was made by Councilmember Licata and duly seconded to amend Resolution 31630, by adding a new Section 6, as shown in the underlined language below: *** Section 6. By January 11, 2016, the Council intends to consider a resolution ending the Civil Emergency. *** The Motion failed by the following vote: In favor: Licata, O'Brien, Sawant Opposed: Bashaw, Burgess, Godden, Harrell, Okamoto, Rasmussen ACTION 3: Motion was made by Councilmember Licata and duly seconded to amend Resolution 31630, by adding a new Section 5, as shown in the underlined language below: *** Section 5. The Council requests that the Mayor provide a bi-weekly report to the Council, with the first report submitted on November 16, 2015, on actions taken pursuant to the Civil Emergency. At a minimum, the report should identify the following: A. Expenditures by Department and Budget Control Level to establish or enhance programs or services benefitting homeless persons or persons at risk of becoming homeless; B. New contracts entered into or amendments to existing contracts, including information on contract amount and contracted for service, with service providers to establish or enhance programs or services benefitting homeless persons or persons at risk of becoming homeless; C. New shelter added by location and provider; Page 4 Full Council Meeting Minutes November 3, 2015 D. Estimates of new sheltered persons with a breakout on the number of sheltered families with children; E. New permanent and term-limited positions added or empty positions filled to address the civil emergency; and F. For each action taken, the limitation, identified by Seattle Municipal Code Section, adopted financial policy, or other governing internal or external regulation or statute, which is avoided by the exercise of emergency powers. *** ACTION 4: Motion was made by Councilmember Rasmussen, duly seconded and carried, to amend the amendment in Action 3, as shown in the underlined and strikethrough language below: *** D. Estimate Number of new sheltered persons with a breakout on the number of sheltered families with children; *** ACTION 5: Motion was made, duly seconded and carried, to adopt the amendment as amended in Actions 3 and 4. ACTION 6: Motion was made and duly seconded to adopt Resolution 31630 as amended. The Motion carried, the Resolution (RES) was adopted as amended by the following vote, and the President signed the Resolution. In Favor: 9 - Bagshaw, Burgess, Godden, Harrell, Licata, O'Brien, Okamoto, Rasmussen, Sawant Opposed: None Page 5 Full Council Meeting Minutes November 3, 2015 2. CB 118554 AN ORDINANCE relating to homelessness in the City of Seattle; finding that a risk to public health and safety exists in the City of Seattle; authorizing the loan of funds from the City’s Consolidated (Residual) Cash Pool, or its participating funds, in the amount of $5,000,000 into the General Subfund; providing for the repayment of said loan; and amending Ordinance 124648, which adopted the 2015 Budget, changing appropriations to various departments and budget control levels, and from various funds in the Budget; all by a 3/4 vote of the City Council. Motion was made and duly seconded to pass Council Bill 118554. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, Burgess, Godden, Harrell, Licata, O'Brien, Okamoto, Rasmussen, Sawant Opposed: None F.
