CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on November 16, 2015, pursuant to the provisions of the City Charter. The meeting was called to order at 2:00 p.m., with Council President Burgess presiding. B. ROLL CALL Present: 6 - Bagshaw, Burgess, Godden, Licata, Rasmussen, Sawant Excused: 1 - Harrell Late Arrival: 1 - O'Brien C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 39 November 16, 2016 Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar by the following vote: In Favor: 7 - Bagshaw, Burgess, Godden, Licata, Okamoto, Rasmussen, Sawant Opposed: None D. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. APPROVAL OF THE JOURNAL Min 45 November 3, 2015 The Minutes (Min) were adopted by the following vote and the President signed the Minutes. In Favor: 7 - Bagshaw, Burgess, Godden, Licata, Okamoto, Rasmussen, Sawant Opposed: None Page 1 Full Council Meeting Minutes November 16, 2015 F. PRESENTATIONS Councilmember O'Brien entered the Council Chamber 2:03 p.m. Councilmember Rassmussen introduced Jack Cowan, honorary consul of France for Washington State. Mr. Cowan addressed the Council regarding the attack that occured on November 13, 2015 in Paris, France. Council President Burgess requested a moment of silence in remembrance ot the victims. G. PUBLIC COMMENT Alex Zimmerman addressed the Council regarding a non-Agenda item. Dave Hix addressed the Council regarding a non-Agenda item. Christopher King addressed the Council regarding a non-Agenda item. H. PAYMENT OF BILLS CB 118564 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 118564. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, Burgess, Godden, Licata, O'Brien, Okamoto, Rasmussen, Sawant Opposed: None I. COMMITTEE REPORTS PARKS, SEATTLE CENTER, LIBRARIES AND GENDER PAY EQUITY COMMITTEE Page 2 Full Council Meeting Minutes November 16, 2015 1. CB 118488 AN ORDINANCE relating to the Department of Parks and Recreation; authorizing the Superintendent of Parks and Recreation to enter into a lease agreement with Oiselle Running Inc. to occupy and use a portion of Building 11 at Warren G. Magnuson Park for general office purposes. The Committee recommends that Full Council pass the Council Bill (CB). In Favor: 2 - Godden, Harrell Opposed: None ACTION 1: Motion was made by Councilmember Godden, duly seconded and carried, to amend Council Bill 118488, Attachment 1, by substituting version 7 for version 6. ACTION 2: Motion was made and duly seconded to pass Council Bill 118488 as amended. The Motion carried, the Council Bill (CB) was passed as amended by the following vote, and the President signed the Bill. In Favor: 8 - Bagshaw, Burgess, Godden, Licata, O'Brien, Okamoto, Rasmussen, Sawant Opposed: None J. ADOPTION OF OTHER RESOLUTIONS There were none. K.
