CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on January 4, 2016 pursuant to the provisions of the City Charter. The meeting was called to order at 2:01 p.m., with Council President Burgess presiding. B. ROLL CALL Present: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 44 January 4, 2016 Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar by the following vote: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None D. PRESENTATIONS The Oath of Office Ceremony: The Oath of Office was administered to Lisa Herbold by former Councilmember Nick Licata, and was joined by Councilmember Herbold's mother, Donna Herbold; husband, Bob Combs; daughter Megan Bissonette; and grandchildren, Jamaya and Jamil Perkins, and Councilmember Herbold addressed those in attendance in the Council Chamber. The Oath of Office was administered to Bruce Harrell by his wife, Joanne Harrell, and joined by their son, Jason Lombard, and Councilmember Harrell addressed those in attendance in the Council Chamber. The Oath of Office was administered to Kshama Sawant by Sahro Farah and Osman Osman, and Councilmember Sawant addressed those in attendance in the Council Chamber. The Oath of Office was administered to Rob Johnson by his wife, Katie Johnson, and joined by their daughters, Eileen, Margaret and Hannah, and Councilmember Johnson addressed those in attendance in the Council Chamber. The Oath of Office was administered to Debra Juarez by her daughter, Raven Julia Juarez Friedman, and joined by her other daughter, Memphis Irene Juarez Friedman, and Councilmember Juarez addressed those in attendance in the Council Chamber. The Oath of Office was administered to Mike O'Brien by Courtney Burnett Lauer, and Councilmember O'Brien and Ms. Lauer addressed those in attendance in the Council Chamber. The Oath of Office was administered to Sally Bagshaw by her husband, Bradley Bagshaw, and Councilmember Bagshaw addressed those in attendance in the Council Chamber. The Oath of Office was administered to Tim Burgess by his wife, Joleen Burgess, and joined by their daughters, Elisabeth and Katharine, and Councilmember Burgess addressed those in attendance in the Council Chamber. G. ELECTION OF 2016-2017 COUNCIL PRESIDENT Council President Burgess opened the floor to nominations for Council President. Motion was made by Councilmember O'Brien and duly seconded, to place in nomination the name of Councilmember Bruce Harrell. Hearing no further nominations, nominations were closed. The Motion carried and Councilmember Bruce Harrell was elected Council President by the following vote: In favor: Bagshaw, Burgess, González, Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant - 9 Opposed: None. Council President Harrell assume the Chair and addressed those in attendance in the Council Chamber. E. APPROVAL OF THE JOURNAL Min 51 December 14, 2015 Motion was made, duly seconded and carried, to adopt the proposed Minutes by the following vote, and the President signed the Minutes: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None Page 3 Full Council Meeting Minutes January 4, 2016 H. Tyrone Kenney addressed the Council regarding a non-Agenda item. I. PAYMENT OF BILLS CB 118599 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 118599. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None CB 118600 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Res 31643 A RESOLUTION relating to committee structure, membership, meeting times, and duties of the standing committees of the Seattle City Council for 2016 and 2017, and superseding Resolution 31499. Motion was made and duly seconded to adopt Resolution 31643. The Motion carried, the Resolution (Res) was adopted by the following vote, and the President signed the Resolution: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None 2. Res 31644 A RESOLUTION designating the monthly President Pro Tem of the City Council of The City of Seattle for 2016-2017 and superseding Resolution 31497. Motion was made and duly seconded to adopt Resolution 31644. Motion was made and duly seconded to adopt Resolution 31645.
