CALL TO ORDER The City Council of The City of Seattle met in Special Session in the Council Chamber in City Hall in Seattle, Washington, on January 13, 2016, pursuant to the provisions of the City Charter. The meeting was called to order at 1:30 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 5 - Bagshaw, Harrell, Johnson, Juarez, O'Brien Late Arrival: 4 - Burgess, González , Herbold, Sawant Councilmember Sawant entered the Council Chamber at 1:31 p.m. Councilmember González entered the Council Chamber at 1:32 p.m. Councilmember Herbold entered the Council Chamber at 1:35 p.m. C. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. By unanimous consent, the Council Rules were suspended to allow Michael Van Dyck to address the Council . Councilmember Burgess entered the Council Chamber at 1:41 p.m. D. FULL COUNCIL REPORT/FINAL VOTE ON LEGISLATION Page 1 Full Council Meeting Minutes January 13, 2016 1. Res 31646 A RESOLUTION relating to contracting indebtedness; confirming ratifying and approving certain terms of the issuance and sale of The City of Seattle, Washington, Municipal Light and Power Revenue Bonds, 2016A (Taxable New Clean Renewable Energy Bonds - Direct Payment), as authorized by Ordinance 124916, and Municipal Light and Power Refunding Revenue Bonds, 2016B, for the purpose of refunding certain outstanding bonds of the Light System as authorized by Ordinance 124335 (as amended by Ordinance 124916); designating the 2016A Bonds as new clean renewable energy bonds for purposes of claiming certain federal Tax Credit Subsidy Payments; establishing the Reserve Fund Requirement for the Bonds and supplementing Resolution 31593 to amend the Reserve Fund Requirement with respect to certain previously issued municipal light and power revenue bonds; amending Resolution 31105 relating to the Refunded Bonds to make a technical correction; and confirming, ratifying and approving action taken and to be taken by the Director of Finance and other City officials to provide for the refunding of certain outstanding bonds of the Light System of the City and to provide for the issuance and sale of the Bonds to the purchasers thereof. Motion was made and duly seconded to adopt Resolution 31646. The Motion carried, the Resolution (Res) was Adopted by the following vote, and the President signed the Resolution: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None E.
