A. CALL TO ORDER
The City Council of The City of Seattle met in Special Session in the
Council Chamber in City Hall in Seattle, Washington, on January 21,
2016, pursuant to the provisions of the City Charter. The meeting was
called to order at 3:32 p.m., with Council President Harrell presiding.
B. ROLL CALL
Present: 6 - Burgess, González , Harrell, Herbold, Johnson, Juarez
Excused: 2 - Bagshaw, Sawant
Late Arrival: 1 - O'Brien
Councilmember Bagshaw joined the special meeting remotely via speakerphone and did not vote at this meeting.
C. APPROVAL OF THE AGENDA
Motion was made, duly seconded and carried, to adopt the proposed
agenda.
D. PUBLIC COMMENT
By unanimous consent, Council Rule IX.C Public Comment at Full
Council meetings, was suspended to allow Public Comment.
Alex Tsimerman addressed the Council regarding Agenda item 1,
Resolution 31649.
Alison Eisnger addressed the Council regarding Agenda item 1,
Resolution 31649.
Greg Root addressed the Council regarding Agenda item 1, Resolution
31649.
Andrew Kashyap addressed the Council regarding Agenda item 1,
Resolution 31649.
Tanya Casey addressed the Council regarding Agenda item 1,
Resolution 31649.

1. Res 31649 A RESOLUTION modifying the Mayoral Civil Emergency Order
Addressing Encampments and Vehicles Used As Residences
of January 19, 2016.
By unanimous consent, the Council Rules were suspended to allow Ketil
Freeman and Eric McConaghy to address the Council.
ACTION 1:
Motion was made and duly seconded to adopt Resolution 31649.
ACTION 2:
Motion was made by Councilmember Herbold, duly seconded and
carried, to amend Resolution 31649, by substituting version D2 for
version 1a.
ACTION 3:
Motion was made by Councilmember Herbold, duly seconded and
carried, to amend Resolution 31649, by substituting version 3 for version
2.
ACTION 4:
Motion was made and duly seconded to adopt Resolution 31649 as
amended.
The Motion carried, the Resolution was adopted as amended
by the following vote, and the President signed the
Resolution:
In Favor: 7 - Burgess, González , Harrell, Herbold, Johnson, Juarez,
O'Brien
Opposed: None
F. ADJOURNMENT
There being no further business to come before the Council, the
meeting was adjourned at 4:13 p.m.
