A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on February 16, 2016, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:01
p.m., with Council President Harrell presiding.
B. ROLL CALL

C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR

Motion was made, duly seconded and carried, to adopt the
proposed Introduction and Referral Calendar by the following
vote:

D. APPROVAL OF THE AGENDA
Motion was made, duly seconded and carried, to adopt the proposed

F. PRESENTATIONS
Council President Harrell requested that the Council be at ease to allow
Councilmembers González, Herbold, Johnson and Juarez to escort
Mayor Murray into the Council Chamber.
The Council was at ease at 2:03 p.m.
Councilmembers González, Herbold, Johnson and Juarez returned to
the Council Chamber at 2:05 p.m. with Mayor Murray, and the Council
came back to order.
Mayor Murray delivered his 2016 State of the City Address.
The Council was at ease at 3:03 p.m. while Mayor Murray exited the
Council Chamber.

1. CB 118619 AN ORDINANCE relating to homelessness; lifting a budget
proviso imposed on Finance General's Reserves Budget
Control Level; and making cash transfers between various
City funds.
The Committee recommends that Full Council pass the
Council Bill (CB).

ACTION 1:
Motion was made by Councilmember Herbold and duly seconded, to
amend Council Bill 118619, by adding a new Section 3, and by
renumbering the last Section accordingly, as shown below:

Section 3. As part of amendments to the 2016 Budget included
in what is commonly known as the 2016 First Quarter Supplemental
Budget Ordinance, the City Council intends to increase appropriations
by up to $200,000 solely to remedy conditions directly associated with
unsanctioned camping in Seattle that may pose significant threats to
health and safety of people living in or adjacent to unsanctioned camps
and may be spent for no other purpose. Such conditions include but are
not limited to lack of running water or basic sanitation and lack of
facilities for disposing of garbage, recycling, and compost. Remedies
may include but are not limited to hand-washing stations; portable toilets
and showers; containers for disposing of used needles with collection
service; and containers for sorting and disposing of trash, recycling, and
compost with collection service. This appropriation may not be used for
encampment removals.
Section 3 4. This ordinance shall take effect and be in force 30 days
after its approval by the Mayor, but if not approved and returned by the
Mayor within ten days after presentation, it shall take effect as provided
by Seattle Municipal Code Section 1.04.020.

2. CB 118623 AN ORDINANCE amending the 2016-2021 Adopted Capital
Improvement Program; authorizing acceptance of
pass-through grant funds from King County; granting budget
authority for expenditure of said grant funds; and authorizing
the Director of Seattle Public Utilities to use such
pass-through grant funds and to enter into agreements for the
acquisition of certain properties and the design of habitat
restoration projects along the Cedar River.
