CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on February 29, 2016, pursuant to the provisions of the City Charter. The meeting was called to order at 2:01 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 7 - Bagshaw, Burgess, Harrell, Johnson, Juarez, O'Brien, Sawant Late Arrival: 2 - González , Herbold Councilmember Herbold entered the Council Chamber at 2:02 p.m. C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Councilmember Sawant left the Council Chamber at 2:03 p.m. Page 1 Full Council Meeting Minutes February 29, 2016 IRC 52 February 29, 2016 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: Motion was made by Councilmember Burgess, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31654, and by referring it to the Gender Equity, Safe Communities, and New Americans Committee. Resolution 31654, A RESOLUTION expressing the City’s support for an effective, countywide safe prescription drug disposal program, including controlled substances, and requesting local pharmacies and the Seattle Police Department to install drug disposal drop-boxes across the City. ACTION 3: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. The Motion carried, and the Introduction & Referral Calendar (IRC) was adopted as amended by the following vote: In Favor: 7 - Bagshaw, Burgess, Harrell, Herbold, Johnson, Juarez, O'Brien Opposed: None Page 2 Full Council Meeting Minutes February 29, 2016 D. APPROVAL OF THE AGENDA ACTION 1: Motion was made and duly seconded to adopt the proposed Agenda. Councilmember González entered the Council Chamber at 2:04 Councilmember Sawant entered the Council Chamber at 2:04 ACTION 2: Motion was made by Councilmember Harrell, duly seconded and carried, to amend the proposed Agenda by holding Agenda Item 5, Council Bill 118631, until March 7, 2016. Council Bill 118631, An Ordinance requiring periodic building energy tune-ups for certain nonresidential buildings; adding a new Chapter 22.930 to the Seattle Municipal Code; and amending Ordinance 124927, which adopted the 2016 Budget, changing appropriations to various departments and budget control levels, and from various funds in the Budget; all by a 3/4 vote of the City Council. ACTION 3: Motion was made, duly seconded and carried, to adopt the proposed Agenda as amended. E. PAYMENT OF BILLS CB 118632 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 118632. CB 118628 AN ORDINANCE relating to City employment; authorizing the execution of a collective bargaining agreement between The City of Seattle and the Joint Crafts Council; and ratifying and confirming certain prior acts. Motion was made and duly seconded to pass Council Bill 118628. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None 2. CB 118630 AN ORDINANCE relating to building energy use benchmarking and reporting; directing the Office of Sustainability and Environment to make building energy benchmarking reports and, where available, an energy performance rating available to the public; amending Sections 22.920.060, 22.920.125, and 22.920.170 of the Seattle Municipal Code; and amending Ordinance 124927, which adopted the 2016 Budget, changing appropriations to various departments and budget control levels, and from various funds in the Budget; all by a 3/4 vote of the City Council.
