CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on March 7, 2016, pursuant to the provisions of the City Charter. The meeting was called to order at 2:01p.m., with Council President Pro Tem O'Brien presiding. B. ROLL CALL Present: 7 - Burgess, González , Herbold, Johnson, Juarez, O'Brien, Sawant Excused: 2 - Bagshaw, Harrell C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 53 March 7, 2016 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: Motion was made by Councilmember Burgess, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Council Bill 118638, and by referring it to the Full Council. Council Bill 118638, AN ORDINANCE relating to City employment; authorizing the execution of collective bargaining agreements between The City of Seattle and certain unions; and ratifying and confirming certain prior acts. ACTION 3: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. APPROVAL OF THE JOURNAL Min 62 February 29, 2016 Motion was made, duly seconded and carried, to adopt the proposed Minutes by the following vote, and the President signed the Minutes: In Favor: 7 - Burgess, González , Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None F. PRESENTATIONS Councilmember Juarez read a Proclamation recognizing International Women's Day. By unanimous consent, the Council Rules were suspended to allow Councilmember Juarez to present the Proclamation and to allow Morgan Beach, Seattle Women's Commission, and Maggie Humphreys, Mom's Rising, to address the Council. Councilmember O'Brien acknowledged a delegation visiting from the Agricultural University of Iceland that was in attendance at the Full Council meeting. The Council Rules were suspended to allow Dr. Sigríður Kristjánsdóttir, Director of the master program in Planning, Agricultural University of Iceland, to address the Council. G. PUBLIC COMMENT Meagan Murphy addressed the Council regarding a non-Agenda item. Yvette Dinish addressed the Council regarding a non-Agenda item. Tyrone Kinney addressed the Council regarding a non-Agenda item. Alex Tsimerman addressed the Council regarding a non-Agenda item. Paul W. PAYMENT OF BILLS CB 118635 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 118635. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 7 - Burgess, González , Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None I. COMMITTEE REPORTS FULL COUNCIL: 1. CB 118631 AN ORDINANCE requiring periodic building energy tune-ups for certain nonresidential buildings; adding a new Chapter 22.930 to the Seattle Municipal Code; and amending Ordinance 124927, which adopted the 2016 Budget, changing appropriations to various departments and budget control levels, and from various funds in the Budget; all by a 3/4 vote of the City Council. The Committee recommends that Full Council pass the Council Bill (CB). CB 118633 AN ORDINANCE relating to the Pacific Place Garage and the Parking Garage Operations Fund; authorizing the loan of funds from the Fleet Services Subfund (50320), a subfund of the Finance and Administrative Services Fund, to the Parking Garage Operations Fund (46010). The Committee recommends that Full Council pass the Council Bill (CB). In Favor: 2 - Burgess, Johnson Opposed: None The Council Bill (CB) was passed by the following vote and the President signed the Bill: In Favor: 7 - Burgess, González , Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None SUSTAINABILITY AND TRANSPORTATION COMMITTEE: 3. CB 118626 AN ORDINANCE relating to the Seattle Department of Transportation; authorizing the Director of Transportation to enter into a lease agreement with the National Railroad Passenger Corporation for Amtrak’s continued use and occupancy of a portion of King Street Station to provide passenger rail services. The Committee recommends that Full Council pass the Council Bill (CB).
