A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on April 4, 2016, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:00
p.m., with Council President Harrell presiding.
B. ROLL CALL
Present: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson,
Juarez, O'Brien, Sawant
C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR
IRC 57 April 4, 2016
Motion was made, duly seconded and carried, to adopt the
proposed Introduction & Referral Calendar (IRC) by the
following vote:
In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson,
Juarez, O'Brien, Sawant
Opposed: None
D. APPROVAL OF THE AGENDA
Motion was made, duly seconded and carried, to adopt the proposed
Agenda.
E. APPROVAL OF THE JOURNAL
There was none.

H. PAYMENT OF BILLS
CB 118653 AN ORDINANCE appropriating money to pay certain audited
claims and ordering the payment thereof.
Motion was made and duly seconded to pass Council Bill 118653.
The Motion carried, the Council Bill (CB) was passed by the
following vote, and the President signed the Bill:

1. CB 118641 AN ORDINANCE relating to funding for housing and
community development programs; adopting The City of
Seattle 2016 Annual Action Plan to the 2014 - 2017
Consolidated Plan for Housing and Community Development
and authorizing its submission to the United States
Department of Housing and Urban Development; authorizing
acceptance of grant funds from that department for programs
and activities included in the Annual Action Plan; amending
Ordinance 124927, which adopted the 2016 Budget, by
modifying appropriations to various departments and budget
control levels in the 2016 Adopted Budget; and ratifying and
confirming certain prior acts, all by a three-fourths vote of the
City Council.
The Committee recommends that Full Council pass as
amended the Council Bill (CB).
In Favor: 3 - Burgess, Herbold, Johnson
Opposed: None

GENDER EQUITY, SAFE COMMUNITIES, AND NEW AMERICANS COMMITTEE:
2. Res 31654 A RESOLUTION expressing the City’s support for an effective,
countywide safe prescription drug disposal program,
including controlled substances, and requesting local
pharmacies and the Seattle Police Department to install drug
disposal drop-boxes across the City.
The Committee recommends that Full Council adopt the
Resolution (Res).
In Favor: 3 - González , Burgess, Juarez
Opposed: None
The Resolution (Res) was adopted by the following vote, and
the President signed the Resolution:
