CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on May 16, 2016, pursuant to the provisions of the City Charter. The meeting was called to order at 2:01 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Excused: 1 - Burgess C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 63 May 16, 2016 Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar by the following vote: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None D. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. PRESENTATIONS Councilmember Johnson read a proclamation in recognition of Affordable Housing Week in King County. By unanimous consent, the Council Rules were suspended to allow Councilmember Johnson to present the Proclamation, and to allow Tori Laughlin Taylor, of Bellwether Housing, and Marty Koositra, of the Housing Development Consortium, to address the Council. By unanimous consent, the Council Rules were suspended to allow a representative from the Seattle Housing and Resource Effort (SHARE), Laura Ditsch, to address the Council. G. PUBLIC COMMENT Maggie Humphreys addressed the Council regarding a non-Agenda item. H. PAYMENT OF BILLS CB 118684 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 118684. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None I. COMMITTEE REPORTS FULL COUNCIL 1. CF 301342 Full Subdivision Application of Greenwater Construction Inc. to subdivide nine (9) parcels into twenty-five (25) parcels of land at 9736 Lindsay Place South (SDCI Project No. 3006789; Type III). Motion was made and duly seconded to file Clerk File 301342. CB 118673 AN ORDINANCE approving and confirming the plat of “Kubota East” in the portions of Northeast 1/4 of Northwest 1/4 of Section 2, Township 23 North, Range 4 East, W.M. in King County, Washington. ACTION 1: Motion was made and duly seconded to pass Council Bill 118673. ACTION 2: Motion was made by Councilmember Johnson, duly seconded and carried, to amend Council Bill 118673, by substituting version 2 for version 1a. ACTION 3: Motion was made and duly seconded to pass Council Bill 118673 as amended. The Motion carried, the Council Bill was passed as amended by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None PLANNING, LAND USE, AND ZONING COMMITTEE: Page 3 Full Council Meeting Minutes May 16, 2016 3. CF 311936 Application of Swedish Health Services to prepare a new Major Institution Master Plan for the Swedish Hospital Cherry Hill Campus, located at 500 17th Avenue (DPD Project No. 3012953, Type IV). The Committee recommends that Full Council grant the Application as conditioned. In Favor: 3 - Johnson, O'Brien, Herbold Opposed: None The Application was granted as conditioned by the following vote, and the President signed the Findings, Conclusions, and Decision of the Council: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None Page 4 Full Council Meeting Minutes May 16, 2016 4. CB 118655 AN ORDINANCE relating to land use and zoning; adopting a new Major Institution Master Plan for the Swedish Medical Center at Cherry Hill; and amending Chapter 23.32 of the Seattle Municipal Code at Page 112 of the Official Land Use Map, to modify height limits and rezone property within the Major Institution Overlay (Project Number 3012593, Clerk File 311936). The Committee recommends that Full Council pass the Council Bill (CB). In Favor: 3 - Johnson, O'Brien, Herbold Opposed: None ACTION 1: Motion was made by Councilmember Johnson, duly seconded and carried, to amend Council Bill 118655, first recital, item 14, by deleting April 5 and adding May 3 before 2016. ACTION 2: Motion was made by Councilmember Johnson, duly seconded and carried, to amend Council Bill 118655, Section 3, by substituting the paragraph with the following language: *** The Official Land Use Map zone classification, shown on page 112 of the Official Land Use Map, is amended to depict the height limits and zone boundaries under the Major Institution Overlay (MIO) as shown in Attachment A to this ordinance, and the Director of the Department of Construction and Inspections is directed to depict those limits, as modified by the Council conditions approved in C.F. 311936, in the final Major Institution Master Plan that is compiled pursuant to SMC 23.69.032 (K). *** ACTION 3: Motion was made by Councilmember Johnson, duly seconded and carried, to amend Council Bill 118655, Attachment A, by substituting version 2 for version 1. ACTION 4: Page 5 Full Council Meeting Minutes May 16, 2016 Motion was made and duly seconded to pass Council Bill 118655 as amended. The Committee recommends that Full Council confirm the Appointment (Appt).
