CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on May 31, 2016, pursuant to the provisions of the City Charter. The meeting was called to order at 2:02 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 8 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, O'Brien, Sawant Late Arrival: 1 - Juarez C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Page 1 Full Council Meeting Minutes May 31, 2016 IRC 65 May 31, 2016 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. Councilmember Juarez entered the Council Chamber at 2:04 p.m. ACTION 2: Motion was made by Councilmember Bagshaw, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31671, and by referring it to Full Council for adoption at today’s meeting. Resolution 31671, A RESOLUTION endorsing a public health and public safety model to address the needs of people living in the I-5 East Duwamish Greenbelt (Greenbelt) and in the adjoining neighborhoods; devising a person-centered and strategic approach that prioritizes the offer of services and housing options to individuals based on their needs before the removal of persons or property from the Greenbelt; providing safety for police, fire fighters, and first responders who provide emergency services within and around the Greenbelt; and directing the physical cleanup of the Greenbelt to provide a healthier and safer environment for all. ACTION 3: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. The Motion caried, and the Introduction & Referral Calendar (IRC) was adopted as amended by the follwoing vote: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None D. APPROVAL OF THE JOURNAL There were no Minutes presented for approval. F. PRESENTATIONS Councilmember Harrell presented a Proclamation recognizing Monica Martinez Simmons, Seattle City Clerk, and the staff of the Office of the City Clerk. By unanimous consent, the Council Rules were suspended to allow Councilmember Harrell to present the Proclamation, and to allow Monica Martinez Simmons to address the Council. Motion was made and duly seconded to pass Council Bill 118695. The Motion carried, the Council Bill (CB) passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None I. COMMITTEE REPORTS FULL COUNCIL 1. CB 118680 AN ORDINANCE relating to Washington Hall; authorizing the Director of the Department of Neighborhoods to enter into a memorandum of understanding with Historic Seattle Preservation and Development Authority to provide funds for improvements to Washington Hall. Motion was made and duly seconded to pass Council Bill 118680. CB 118687 AN ORDINANCE relating to Seattle Public Utilities; amending the title of Chapter 21.76 and Sections 21.76.010, 21.76.020, 21.76.030, 21.76.040, 21.76.050, and 21.76.060 of the Seattle Municipal Code to clarify eligibility rules for the Utility Discount Program to allow tenants of federally subsidized housing with utility allowances to participate in the program, to clarify the manner of providing rate credits for tenants that pay utility costs indirectly through rent, and to update and modify certain program provisions. The Committee recommends that Full Council pass the Council Bill (CB). CB 118690 AN ORDINANCE relating to the City Light Department; amending Section 21.49.040 of the Seattle Municipal Code to remove an exception from eligibility to the Utility Discount Program for tenants of federally subsidized housing with utility allowances and to update and modify certain program provisions. The Committee recommends that Full Council pass the Council Bill (CB). Res 31667 A RESOLUTION stating The City of Seattle’s support for clean and safe electricity production and opposition to the use of fossil fuels and new nuclear energy in the generation of electricity, and requiring an ongoing evaluation of existing nuclear power generation on the basis of health, safety, reliability, and cost; and instructing that The City of Seattle’s City Light Department reflect this position in its policies and interactions with other utilities, federal and state agencies, and organizations of which it is a member or participant. The Committee recommends that Full Council adopt the Resolution (Res). ACTION 2: Motion was made by Councilmember Bagshaw and duly seconded, to amend Resolution 31671, Section 1.E, by deleting the last sentence, entitled, “Measures will be taken to move the individual while providing adequate and accessible storage or lockers for the belongings.” ACTION 3: By unanimous consent, Council Rule III.A.6, relating to amendments presented to the Full Council, was suspended to allow the consideration of the amendment to Resolution 31671. ACTION 4: The Motion in Action 2 was restated and unanimously passed. ACTION 5: Motion was made and duly seconded to adopt Resolution 31671 as amended.
