The meeting was called to order at 2:01 p.m., with Council President Harrell presiding. B. PRESENTATIONS Councilmember O'Brien entered the Council Chamber at 2:03 p.m. Councilmember Harrell introduced and welcomed students from Cleveland High School's Job Shadow program. Councilmember Bagshaw read a Proclamation delcaring FSH Muscular Dystrophy Awareness Day. By unanimous consent, the Council Rules were suspended to allow Rick and Terry Colella, Board Members from the Friends of FSH Research, to address the Council. Councilmember Bagshaw left the Council Chamber at 2:09 p.m. Councilmember Harrell read a Proclamation recognizing the University of Washington Women's Golf Team 2016 NCAA National Championship. By unanimous consent, the Council Rules were suspended to allow Coach Mary Lou Mulful addressed the Council. Councilmember Bagshaw entered the Council Chamber at 2:12 p.m. Councilmember Sawant read a Proclamation celebrating Trans Pride Seattle 2016. By unanimous consent, the Council Rules were suspended to allow Danni Askini, Executive Director from the Gender Justice League, addressed the Council. G. PUBLIC COMMENT Yvette Dinish addressed the Council regarding a non-Agenda item. Tyrone Kenney addressed the Council regarding a non-Agenda item. Pam Keeley addressed the Council regarding a non-Agenda item. H. PAYMENT OF BILLS CB 118710 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 118710. CB 118701 AN ORDINANCE relating to the Ethics Code; amending Sections 4.16.030 and 4.16.070 of the Seattle Municipal Code to require City Councilmembers to disclose financial interests in legislative matters under consideration by the City Council prior to participating in those matters, and creating a limited exception to the requirement that City Councilmembers disqualify themselves from participating in such matters. The Committee recommends that Full Council pass the Council Bill (CB). In Favor: 3 - Harrell, González , Juarez Opposed: None Motion was made and duly seconded to refer Council Bill 118701 to the Education, Equity, and Governance Committee. CB 118706 AN ORDINANCE relating to City employment; authorizing the execution of a collective bargaining agreement between The City of Seattle and the Seattle Police Dispatchers’ Guild; and ratifying and confirming certain prior acts. Motion was made and duly seconded to pass Council Bill 118706. CB 118707 AN ORDINANCE relating to City employment; authorizing the execution of a collective bargaining agreement between The City of Seattle and Teamsters Local Union No. 117; and ratifying and confirming certain prior acts. Motion was made and duly seconded to pass Council Bill 118707. The Motion carried, the Council Bill was passed by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, Burgess, González , Harrell, Herbold, Juarez, O'Brien, Sawant Opposed: None AFFORDABLE HOUSING, NEIGHBORHOODS, AND FINANCE COMMITTEE: 4. CB 118697 AN ORDINANCE relating to City employment commonly referred to as the First Quarter 2016 Employment Ordinance; establishing new titles and/or salaries; designating positions as exempt from Civil Service status; amending Sections 4.13.010, 4.20.160, 4.20.401, 4.20.440, 4.20.450, and 4.34.035 of the Seattle Municipal Code; and ratifying and confirming certain prior acts; all by a 2/3 vote of the City Council. The Committee recommends that Full Council pass the Council Bill (CB).
