CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on June 27, 2016, pursuant to the provisions of the City Charter. The meeting was called to order at 2:04 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 7 - Bagshaw, Burgess, González , Harrell, Johnson, Juarez, Sawant Excused: 2 - Herbold, O'Brien C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 69 June 27, 2016 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: Motion was made by Councilmember Burgess, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31679, and by referring it to Full Council for adoption at today's meeting. Resolution 31679, A RESOLUTION providing an honorary designation of Eastlake Avenue from Court Place to Denny Way as "Bill Hobson Way." ACTION 3: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. PRESENTATIONS Councilmember Johnson presented a Proclamation in recognition of Reverend Ron Moe-Lobeda, Pastor of the University Lutheran Church. By unanimous consent, the Council Rules were suspended to allow Councilmember Johnson to present the Proclamation to Reverend Moe-Lobeda, and to allow him to address the Council. Res 31676 A RESOLUTION relating to responsible police gun procurement. The Committee recommends that Full Council adopt as amended the Resolution (Res). In Favor: 3 - González , Burgess, Bagshaw Opposed: None Absent(NV): 1 - Sawant ACTION 1: Motion was made by Councilmember Burgess, duly seconded and carried, to amend Resolution 31676, by adding a new 14th recital and amending Section 3, as shown in the underlined and strike through language below: WHEREAS, the Seattle Police Department destroys surrendered or confiscated firearms that are not needed for evidentiary purposes and that do not need to be returned to their lawful owners or agents; Section 3. The City will restrict resale of hAll handguns purchased by the Seattle Police Department (SPD) that are no longer needed by the Seattle Police Department SPD shall be destroyed to only law enforcement entities authorized to possess firearms by applicable state or federal law, replacing the City's policy that the firearms be sold out of state. SPD shall continue to destroy all surrendered or confiscated firearms that do not have a legal reason for their continued retention. CB 118667 AN ORDINANCE related to transportation funding; assuming the rights, powers, immunities, functions, and obligations of the Seattle Transportation Benefit District by The City of Seattle; amending Section 3.120.020 of the Seattle Municipal Code; and repealing Sections 3.120.030, 3.120.040, 3.120.050, and 3.120.060. The Committee recommends that Full Council pass the Council Bill (CB).
