CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on July 18, 2016, pursuant to the provisions of the City Charter. The meeting was called to order at 2:02 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 8 - Bagshaw, Burgess, Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Excused: 1 - González Motion was made, duly seconded and carried, to excuse Councilmember González from the Full Council meeting. C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Page 1 Full Council Meeting Minutes July 18, 2016 IRC 72 July 18, 2016 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: Motion was made by Councilmember Burgess, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Council Bill 118737, and by referring it to the Affordable Housing, Neighborhoods, and Finance Committee. Council Bill 118737, AN ORDINANCE relating to the Seattle City Employees’ Retirement System; creating a separate retirement plan for City employees whose membership in the Retirement System begins on or after January 1, 2017; clarifying certain provisions and making technical corrections; and adding new Sections 4.36.005, 4.36.607, and 4.36.608 to, and amending Sections 4.36.010, 4.36.020, 4.36.030, 4.36.040, 4.36.050, 4.36.060, 4.36.070, 4.36.080, 4.36.090, 4.36.500, 4.36.505, 4.36.510, 4.36.515, 4.36.520, 4.36.525, 4.36.530, 4.36.540, 4.36.545, 4.36.550, 4.36.555, 4.36.560, 4.36.565, 4.36.567, 4.36.570, 4.36.575, 4.36.580, 4.36.585, 4.36.590, 4.36.595, 4.36.600, 4.36.605, 4.36.610, 4.36.615, 4.36.620, 4.36.625, 4.36.630, 4.36.635, 4.36.640, 4.36.645, 4.36.650, 4.36.655, 4.36.660, 4.36.665, 4.36.670, 4.36.675, 4.36.680, 4.36.690, 4.36.695, 4.36.705, 4.36.710, 4.36.715, 4.36.720, and 4.36.900 of, the Seattle Municipal Code. ACTION 3: Motion was made by Councilmember Harrell, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by adding Resolution 31678, and by re-referring it from the Select Committee on the 2016 Seattle City Light Strategic Planning to the Full Council. Resolution 31678, A RESOLUTION relating to the City Light Department; adopting a 2017-2022 Strategic Plan for the City Light Department and endorsing a six-year rate path required to support the Strategic Plan. ACTION 4: Motion was made by Councilmember Sawant, duly seconded and Page 2 Full Council Meeting Minutes July 18, 2016 carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31684, and by referring it to the Energy and Environment Committee. Resolution 31684, A RESOLUTION relating to the City Light Department; acknowledging the 2016 Integrated Resource Plan for future energy efficiency and power resources needed to provide reliable, cost-effective, and environmentally responsible electric power to the citizens of Seattle as conforming with the public policy objectives of The City of Seattle and the requirements of the State of Washington; and approving the plan for the biennium September 2016 through August 2018. ACTION 5: Motion was made by Councilmember Harrell, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31683, and by referring it to the Full Council. Resolution 31683, A RESOLUTION regarding a voter-proposed Initiative Measure concerning health, labor, and safety standards for Seattle hotel employees; authorizing the City Clerk and the Executive Director of the Ethics and Elections Commission to take those actions necessary to enable the proposed Initiative to appear on the November 8, 2016 ballot and the local voters' pamphlet; requesting the King County Elections' Director to place the proposed Initiative on the November 8, 2016 election ballot; and providing for the publication of such proposed amendment. ACTION 6: Motion was made by Councilmember Sawant and duly seconded to request the introduction of the Report of the City Clerk on the Certificate of Sufficiency for Initiative No. 124, concerning health and safety standards to protect hotel employees in Seattle. ACTION 7: Motion was made by Council President Harrell, duly seconded and carried, to hold Councilmember Sawant’s Motion in Action 6, until the end of the Full Council agenda items. ACTION 8: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. Motion was made and duly seconded to pass Council Bill 118729. CB 118728 AN ORDINANCE relating to City employment; authorizing the execution of a collective bargaining agreement between The City of Seattle and International Association of Fire Fighters, Local 27 AFL-CIO-CLC, for the time period of January 1, 2015, through December 31, 2018; amending Ordinance 124927, which adopted the 2016 Budget, by increasing appropriations to the Seattle Fire Department for providing the 2015 and 2016 payments therefor; and ratifying and confirming certain prior acts; all by a 3/4 vote of the City Council. Motion was made and duly seconded to pass Council Bill 118728. OTHER BUSINESS The Motion made by Councilmember Sawant and duly seconded, relating to the introduction of the Report of the City Clerk on the Certificate of Sufficiency for Initiative No. 124, concerning health and safety standards to protect hotel employees in Seattle, was restated. By unanimous consent, the Council Rules were suspended to allow Jeff Slayton, Law Department, to address the Council. The Motion failed by the following vote: In favor: 2 - Juarez, Sawant Opposed: 6 - Bagshaw, Burgess, Harrell, Herbold, Johnson, O'Brien Motion was made, duly seconded and carried, to excuse Councilmember Bagshaw from the July 25, 2016 Full Council meeting.
