A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on Septmenber 19, 2016, pursuant to
the provisions of the City Charter. The meeting was called to order at
2:03 p.m., with Council President Harrell presiding.
B. ROLL CALL

C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR
IRC 79 September 19, 2016
Councilmember González entered the Council Chamber at 2:14 p.m.
ACTION 1:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.
ACTION 2:
Motion was made by Councilmember Herbold, duly seconded and
carried, to amend the proposed Introduction and Referral Calendar by
introducing Resolution 31712, and by referring it to the Civil Rights,
Utilities, Economic Development, and Arts Committee.
Resolution 31712,A RESOLUTION endorsing community principles for
green jobs, requesting that the Interdepartmental Team on Workforce
Entry and Employment Pathways incorporate strategies to advance
green careers for people of color and other marginalized or
under-represented groups, supporting sustainable entrepreneurship and
economic cooperative models
ACTION 3:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar as amended.
The Motion carried and the Introduction & Referral Calendar

Councilmember Johnson presented a Proclamation recognizing the
Washington Trails Association. By unanimous consent, the Council
Rules were suspended to allow Councilmember Johnson to present the
Proclamation and to allow, Rebecca Lavigne, Interim Executive Director
of the Washington Trails Association , and Bruce Burger, Board
President of the Washington Trails Association, to address the Council.

1. CB 118765 AN ORDINANCE relating to employment in Seattle; adding a
new Chapter 14.22 to the Seattle Municipal Code; establishing
secure scheduling requirements for covered retail and food
services establishments; prescribing remedies and
enforcement procedures; amending Section 14.20.025 of the
Seattle Municipal Code to add good faith estimates of work
schedules to notice of employment information; amending
Section 6.208.020 of the Seattle Municipal Code to condition
business license registration on compliance with secure
scheduling requirements; and amending Section 3.14.945 of
the Seattle Municipal Code to add Chapter 14.22 to the list of
ordinances administered and enforced by the Office of Labor
Standards.

2017-2022 Strategic Plan adopted by Resolution 31678.

construction of a seven story building containing 60
residential units and 1,500 square feet of retail space at
ground level (Project No. 3019997, Type IV).
The Committee recommends that Full Council grant as

Commercial 3-65 (NC3-65), and accepting a Property Use and
Development Agreement as a condition of rezone approval.

apartment with ground floor retail and below grade parking
(Project No. 3019001; Type IV).
The Committee recommends that Full Council grant as
conditioned the Application.

of Ordinance 124288.

SUSTAINABILITY AND TRANSPORTATION COMMITTEE:
8. CB 118796 AN ORDINANCE granting Swedish Health Services permission
to construct, maintain, and operate a pedestrian skybridge
over and across Minor Avenue, between Columbia Street and
Cherry Street, for a ten-year term, renewable for two
successive ten-year terms; specifying the conditions under
which this permit is granted; and providing for the acceptance
of the permit and conditions.
The Committee recommends that Full Council pass the
Council Bill (CB).

9. Res 31696 A RESOLUTION expressing the need to accelerate the
transition of the City’s transportation sector away from oil and
increase the use of electricity for transportation by adopting a
goal to cut oil use for transportation by half by 2035;
endorsing the Mayor’s Drive Clean Seattle initiative; setting a
goal that 30 percent of vehicles in the City will be electric by
2030; and establishing requirements for the Executive to
report on initial actions to support these goals.
