A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on October 10, 2016 pursuant to the
provisions of the City Charter. The meeting was called to order at 2:02
p.m., with Council President Harrell presiding.
B. ROLL CALL

C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR

Motion was made, duly seconded and carried, to adopt the
proposed Introduction and Referral Calendar by the following
vote:

CB 118819 AN ORDINANCE appropriating money to pay certain audited
claims and ordering the payment thereof.
Motion was made and duly seconded to pass Council Bill 118819.
The Motion carried, the Council Bill (CB) was passed by the
following vote, and the President signed the Bill:

1. CB 118798 AN ORDINANCE relating to the City Light Department;
authorizing the Department to participate in the California
Independent System Operator’s Energy Imbalance Market,
including authorizing the execution of any necessary
agreements with the California Independent System Operator,
as well as any additional agreements necessary or convenient
for implementation and participation in the California
Independent System Operator’s Energy Imbalance Market.
The Committee recommends that Full Council pass as
amended the Council Bill (CB).
In Favor: 2 - Sawant, O'Brien
Opposed: None
Motion was made and duly seconded to hold Council Bill 118798, until
October 31, 2016.
The Motion carried and the Council Bill (CB) was held until
October 31, 2016 by the following vote:
In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson,
Juarez, O'Brien, Sawant
Opposed: None
2. CB 118802 AN ORDINANCE relating to the rates, terms, and conditions for
the use and sale of electricity supplied by the City Light
Department for 2017 and 2018; amending Seattle Municipal
Code (SMC) Sections 21.49.030, 21.49.040, 21.49.052,
21.49.055, 21.49.057, 21.49.058, 21.49.060, 21.49.065, 21.49.081,
21.49.082, 21.49.085, and 21.49.110, and repealing SMC
Section 21.49.080, in connection therewith.
The Committee made no recommendation with a Divided
Report. The Motion to recommend passage of the Bill failed by
the following vote:
In Favor: 1 - O'Brien
Opposed: 1 - Sawant
Motion was made and duly seconded to pass Council Bill 118802.
The Motion carried, the Council Bill (CB) was passed by the
following vote, and the President signed the Bill:

Climate Action Plan and setting expectations for increasing
commercial building energy efficiency through the year 2035.
The Committee recommends that Full Council adopt as
amended the Resolution (Res).

Opposed: None
The Resolution (Res) was adopted by the following vote, and
the President signed the Resolution:

J. ADOPTION OF OTHER RESOLUTIONS

Motion was made, duly seconded and carried, to excuse
Councilmember Juarez from the December 5, 2016 Full Council
meeting.
Motion was made, duly seconded and carried, to excuse
Councilmember González from the November 28, December 5, and
December 12, 2016 Full Council meetings.
Motion was made, duly seconded and carried, to excuse
Councilmember O'Brien from the November 28, 2016 Full Council
meeting.
L. ADJOURNMENT
There being no further business to come before the Council, the
meeting was adjourned at 2:52.
