CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on October 10, 2016 pursuant to the provisions of the City Charter. The meeting was called to order at 2:02 p.m., with Council President Harrell presiding. B. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 82 October 10, 2016 Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar by the following vote: In Favor: 8 - Bagshaw, Burgess, González , Harrell, Johnson, Juarez, O'Brien, Sawant Opposed: None D. PAYMENT OF BILLS CB 118819 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 118819. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None I. COMMITTEE REPORTS ENERGY AND ENVIRONMENT COMMITTEE: Page 4 Full Council Meeting Minutes October 10, 2016 1. CB 118798 AN ORDINANCE relating to the City Light Department; authorizing the Department to participate in the California Independent System Operator’s Energy Imbalance Market, including authorizing the execution of any necessary agreements with the California Independent System Operator, as well as any additional agreements necessary or convenient for implementation and participation in the California Independent System Operator’s Energy Imbalance Market. The Committee recommends that Full Council pass as amended the Council Bill (CB). In Favor: 2 - Sawant, O'Brien Opposed: None Motion was made and duly seconded to hold Council Bill 118798, until October 31, 2016. The Motion carried and the Council Bill (CB) was held until October 31, 2016 by the following vote: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None 2. CB 118802 AN ORDINANCE relating to the rates, terms, and conditions for the use and sale of electricity supplied by the City Light Department for 2017 and 2018; amending Seattle Municipal Code (SMC) Sections 21.49.030, 21.49.040, 21.49.052, 21.49.055, 21.49.057, 21.49.058, 21.49.060, 21.49.065, 21.49.081, 21.49.082, 21.49.085, and 21.49.110, and repealing SMC Section 21.49.080, in connection therewith. The Committee made no recommendation with a Divided Report. The Motion to recommend passage of the Bill failed by the following vote: In Favor: 1 - O'Brien Opposed: 1 - Sawant Motion was made and duly seconded to pass Council Bill 118802. Res 31714 A RESOLUTION reaffirming Seattle’s commitment to the Climate Action Plan and setting expectations for increasing commercial building energy efficiency through the year 2035. The Committee recommends that Full Council adopt as amended the Resolution (Res). In Favor: 2 - Sawant, O'Brien Opposed: None The Resolution (Res) was adopted by the following vote, and the President signed the Resolution: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None J. ADOPTION OF OTHER RESOLUTIONS There were none. K. OTHER BUSINESS Motion was made, duly seconded and carried, to excuse Councilmember Juarez from the December 5, 2016 Full Council meeting. Motion was made, duly seconded and carried, to excuse Councilmember González from the November 28, December 5, and December 12, 2016 Full Council meetings. Motion was made, duly seconded and carried, to excuse Councilmember O'Brien from the November 28, 2016 Full Council meeting. L.
