CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on November 14, 2016, pursuant to the provisions of the City Charter. The meeting was called to order at 2:03 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 87 November 14, 2016 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: Motion was made by Councilmember Sawant and duly seconded to amend the proposed Introduction and Referral Calendar by introducing Council Bill 118866, and by referring it to the Select Budget Committee. Council Bill 118866, AN ORDINANCE relating to taxation; imposing an employee hours tax; adding a new Chapter 5.38 to Title 5 of the Seattle Municipal Code; and amending Sections 5.30.010, 5.55.010, 5.55.040, 5.55.060, 5.55.150, 5.55.165, 5.55.220, and 5.55.230 of the Seattle Municipal Code. The Motion carried by the following vote: In favor: 8 - Burgess, González, Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: 1 - Bagshaw ACTION 3: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. PUBLIC COMMENT Councilmember Bagshaw left the Council Chamber at 2:06 p.m. Alex Tsimmerman addressed the Council regarding a non-Agenda item. Councilmember Bagshaw entered the Council Chamber at 2:08 p.m. Queen Pearl addressed the Council regarding a non-Agenda item. Yvette Dinish addressed the Council regarding a non-Agenda item. Ray R. Lightscales addressed the Council regarding a non-Agenda item. Tyrone Kenney addressed the Council regarding a non-Agenda item. James Wlos addressed the Council regarding a non-Agenda item. Meagan Murphy addressed the Council regarding a non-Agenda item. H. PAYMENT OF BILLS CB 118858 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 118858. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None I. COMMITTEE REPORTS FULL COUNCIL Page 3 Full Council Meeting Minutes November 14, 2016 1. Res 31721 A RESOLUTION approving the City of Seattle Disaster Recovery Framework. Motion was made and duly seconded to adopt Resolution 31721. The Motion carried, the Resolution (RES) was adopted by the following vote, and the President signed the Resolution: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None 2. CF 314285 Full subdivision application of Chris Jolley to subdivide one parcel of land into 16 parcels of land, located at 722 Third Avenue North. (Project No. 3017479/Type III). Motion was made and duly seconded to file Clerk File 314285. The Motion carried, and the Clerk File (CF) was filed by the following vote: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None 3. CB 118857 AN ORDINANCE approving and confirming the plat of “Valley Street Townhomes” in the portions of Southwest Quarter of Northwest Quarter of Section 30, Township 25 North, Range 4 East, W.M. in King County, Washington. Motion was made and duly seconded to pass Council Bill 118857. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, Burgess, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None J.
