A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on November 28, 2016, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:03
p.m., with Council President Harrell presiding.

C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR

ACTION 1:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.
ACTION 2:
Motion was made by Councilmember Juarez, duly seconded and
carried, to amend the proposed Introduction and Referral Calendar by
introducing Council Bill 118871, and by referring it to the Parks, Seattle
Center, Libraries, and Waterfront Committee.
Council Bill 118871, AN ORDINANCE relating to the Department of
Parks and Recreation and the Office of the Waterfront; authorizing
submission of application(s) for grant funding assistance for a Boating
Facilities Program project (Pier 62 Boat Dock) to the State’s Recreation
and Conservation Funding Board as provided in chapter 79A.25 RCW
and WAC 286; authorizing acceptance of the grant if awarded;
authorizing entry into a project agreement if the grant is awarded; and
ratifying and confirming certain prior acts.
ACTION 3:
Motion was made by Councilmember Harrell, duly seconded and
carried, to amend the proposed Introduction and Referral Calendar by
introducing Council Bill 118872, and by referring it to the Sustainability
and Transportation Committee.
Council Bill 118872, AN ORDINANCE vacating the alley in Block 14,
Heirs of Sarah A. Bell’s Addition, bounded by Westlake Avenue, Virginia
Street, 6th Avenue, Lenora Street, and 7th Avenue, on the petition of
Acorn Development LLC (Clerk File 312260).
ACTION 4:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar as amended.
The Motion carried, and the Introduction & Referral Calendar
(IRC) was adopted as amended by the following vote:

proposed Minutes by the following vote, and the President

F. PRESENTATIONS
Councilmember Juarez read a Proclamation recognizing Native
American Heritage Month. By unanimous consent, the Council Rules
were suspended to allow Councilmember Juarez to present the
Proclamation and to allow Virginia Cross, Chairwoman of the
Muckleshoot Indian Tribe, Abigail Echo-Hawk, Director of the Urban
Indian Health Institute, and Ester Lucero, Director of the Seattle Indian
Health Board, to address the Council.
G. PUBLIC COMMENT
Queen Pearl addressed the Council regarding a non-Agenda item.
Gary Kaufmann addressed the Council regarding a non-Agenda item.
Derek Belgarde addressed the Council regarding the Proclamation
recognizing Native American Heritage Month.

Motion was made and duly seconded to pass Council Bill 118868.

for version 1.

Landmarks contained in Chapter 25.32 of the Seattle Municipal
Code.
The Committee recommends that Full Council pass the
