CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on November 28, 2016, pursuant to the provisions of the City Charter. The meeting was called to order at 2:03 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 5 - Bagshaw, Burgess, Harrell, Johnson, Juarez Excused: 4 - González , Herbold, O'Brien, Sawant C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Page 1 Full Council Meeting Minutes November 28, 2016 IRC 89 November 28, 2016 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: Motion was made by Councilmember Juarez, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Council Bill 118871, and by referring it to the Parks, Seattle Center, Libraries, and Waterfront Committee. Council Bill 118871, AN ORDINANCE relating to the Department of Parks and Recreation and the Office of the Waterfront; authorizing submission of application(s) for grant funding assistance for a Boating Facilities Program project (Pier 62 Boat Dock) to the State’s Recreation and Conservation Funding Board as provided in chapter 79A.25 RCW and WAC 286; authorizing acceptance of the grant if awarded; authorizing entry into a project agreement if the grant is awarded; and ratifying and confirming certain prior acts. ACTION 3: Motion was made by Councilmember Harrell, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Council Bill 118872, and by referring it to the Sustainability and Transportation Committee. Council Bill 118872, AN ORDINANCE vacating the alley in Block 14, Heirs of Sarah A. Bell’s Addition, bounded by Westlake Avenue, Virginia Street, 6th Avenue, Lenora Street, and 7th Avenue, on the petition of Acorn Development LLC (Clerk File 312260). ACTION 4: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. APPROVAL OF THE JOURNAL Min 103 November 21, 2016 Motion was made, duly seconded and carried, to adopt the proposed Minutes by the following vote, and the President signed the Minutes: In Favor: 5 - Bagshaw, Burgess, Harrell, Johnson, Juarez Opposed: None F. PRESENTATIONS Councilmember Juarez read a Proclamation recognizing Native American Heritage Month. By unanimous consent, the Council Rules were suspended to allow Councilmember Juarez to present the Proclamation and to allow Virginia Cross, Chairwoman of the Muckleshoot Indian Tribe, Abigail Echo-Hawk, Director of the Urban Indian Health Institute, and Ester Lucero, Director of the Seattle Indian Health Board, to address the Council. G. PUBLIC COMMENT Queen Pearl addressed the Council regarding a non-Agenda item. Gary Kaufmann addressed the Council regarding a non-Agenda item. Derek Belgarde addressed the Council regarding the Proclamation recognizing Native American Heritage Month. Meagan Murphy addressed the Council regarding a non-Agenda item. Michael Fuller addressed the Council regarding a non-Agenda item. H. PAYMENT OF BILLS Page 3 Full Council Meeting Minutes November 28, 2016 CB 118868 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 118868. COMMITTEE REPORTS FULL COUNCIL 1. Res 31723 A RESOLUTION setting forth The City of Seattle’s 2017 State Legislative Agenda. Action 1: Motion was made and duly seconded to adopt Resolution 31723. Action 2: Motion was made by Councilmember Harrell, duly seconded and carried, to amend Resolution 31723, Exhibit 1, by substituting version 2 for version 1. Action 3: Motion was made and duly seconded to adopt Resolution 31723 as amended. CB 118859 AN ORDINANCE relating to historic preservation; imposing controls upon the Pacific Telephone & Telegraph Garfield Exchange, a landmark designated by the Landmarks Preservation Board under Chapter 25.12 of the Seattle Municipal Code, and adding it to the Table of Historical Landmarks contained in Chapter 25.32 of the Seattle Municipal Code. The Committee recommends that Full Council pass the Council Bill (CB).
