A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on Decmeber 12, 2016, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:06
p.m., with Council President Harrell presiding.

ACTION 1:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.
ACTION 2:
Motion was made by Councilmember Burgess, duly seconded and
carried, to amend the proposed Introduction and Referral Calendar by
introducing Council Bill 118882, and by referring it to the Full Council.
Council Bill 118882, AN ORDINANCE relating to the 2016 Budget;
amending Ordinance 124927, which adopted the 2016 Budget;
changing appropriations to various departments and budget control
levels due to changes in City employment compensation; and ratifying
and confirming certain prior acts; all by a 3/4 vote of the City Council.
ACTION 3:
Motion was made by Councilmember Bagshaw, duly seconded and
carried, to amend the proposed Introduction and Referral Calendar by
introducing Resolution 31725, and by referring it to the Full Council.
Resolution 31725, A RESOLUTION recognizing, acknowledging, and
thanking Mrs. Tan, Teng In-Chung and Mrs. Kao Tan, Fang Ming for
their significant contributions to support homeless services in The City of
Seattle.
ACTION 4:
Motion was made by Councilmember Sawant and duly seconded, to
amend the proposed Introduction and Referral Calendar by introducing
Council Bill 118883, and by referring it to the Energy and Environment
Committee.
Council Bill 118883, AN ORDINANCE relating to strengthening The City
of Seattle’s policies for conducting City business with socially
responsible banks, amending Sections 20.65.010, 20.65.030, and
20.70.040 of the Seattle Municipal Code; amending the revised City of
Seattle Investment Policies adopted by Resolution 31525; requesting
the Mayor and Director of Finance and Administrative Services to take
certain actions, including not renewing the Contract for Bank Depository
Services with Wells Fargo Bank beyond the initial term, endeavoring to
enter into a voluntary debarment agreement with Wells Fargo Bank for a

period of at least one year, and refraining from conducting banking,
investment, or other business with Wells Fargo Bank for a period of at
least one year when it is in the City’s discretion.
ACTION 5:
Motion was made by Councilmember Harrell, duly seconded and
carried, to amend the motion in Action 4 by referring Council Bill 118883
from the Energy and Environment Committee to the Affordable Housing,
Neighborhoods, and Finance Committee.
ACTION 6:
The Motion in Action 4 was restated as amended and the Motion
carried.
ACTION 7:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar as amended.
The Motion carried and the proposed Introduction and Referral
Calendar (IRC) was adopted as amended by the following

7.24.060, 7.24.070, and 7.24.080 of the Seattle Municipal Code
(SMC); adding new Sections 7.24.035, 7.24.036, 7.24.038,
7.24.110, 7.24.120, 7.24.130, 7.24.140, 7.24.150, 7.24.160,
7.24.170, 7.24.180, 7.24.190, 7.24.200, and 7.24.210 to the SMC;
and repealing Section 7.24.090 of the SMC; all to limit the

not exceed the amount of the first full month’s rent for the tenant’s
dwelling unit. If rent is not paid or otherwise apportioned on a monthly
basis, then for the sole purpose of applying this limit the total rent shall
be pro-rated on an equal, monthly basis and the total charge to a tenant
for the cost of a security deposit and nonrefundable move-in fees may
not exceed the pro-rated, monthly rental amount. This limit does not
apply to charges for security deposits and non-refundable move-in fees
