CALL TO ORDER The City Council of The City of Seattle met in Special Session in the Council Chamber in City Hall in Seattle, Washington, on January 11, 2017, pursuant to the provisions of the City Charter. The meeting was called to order at 1:33 p.m., with Council President Pro Tem M. Lorena González presiding. B. ROLL CALL Present: 6 - Bagshaw, Burgess, González , Herbold, O'Brien, Sawant Excused: 3 - Harrell, Johnson, Juarez C. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. By unanimous consent, the Council Rules were suspended to allow Michael Van Dyke to address the Council. D. FULL COUNCIL REPORT/FINAL VOTE ON LEGISLATION: FULL COUNCIL 1. Res 31726 A RESOLUTION relating to contracting indebtedness; confirming, ratifying and approving certain terms of the issuance and sale of The City of Seattle, Washington, Water System Improvement and Refunding Revenue Bonds, 2017, for the purposes set forth in Ordinance 125183 and in Ordinance 124339 (as amended by Ordinance 125183); confirming, ratifying and approving actions taken and to be taken to provide for the refunding of certain outstanding bonds of the Municipal Water System of the City; confirming, ratifying and approving the notice of bond sale and other actions taken and to be taken in connection with the issuance of the bonds and their sale to the purchaser; and ratifying and confirming the actions of the Director of Finance and other City officials relating to the issuance and sale of the bonds. Motion was made and duly seconded to adopt Resolution 31726. Res 31727 A RESOLUTION relating to contracting indebtedness; repealing Resolution 31708 in its entirety; and confirming, ratifying and approving action taken by the Director of Finance of the City of Seattle and other City officials relating to terminating negotiations pursuant to the repealed resolution. Motion was made and duly seconded to adopt Resolution 31727. The Motion carried, the Resolution (Res) was adopted by the following vote, and the President signed the Resolution: In Favor: 6 - Bagshaw, Burgess, González , Herbold, O'Brien, Sawant Opposed: None 3. Res 31728 A RESOLUTION relating to contracting indebtedness; confirming, ratifying and approving certain terms of the issuance and sale of The City of Seattle, Washington, Municipal Light and Power Revenue Bonds, Series 2017A (Multi-Modal) and Series 2017B (Multi-Modal), for the purposes set forth in Ordinance 124916; authorizing the Director of Finance to execute a Continuing Covenant Agreement with the initial purchaser of such Bonds to negotiate and execute related documents and agreements from time to time in connection with the election of variable interest rate modes; and confirming, ratifying and approving action taken and to be taken by the Director of Finance of the City of Seattle and other City officials relating to the issuance and sale of the bonds to the initial purchaser thereof and in connection with the election of variable interest rate modes with respect thereto throughout the term of such bonds. Motion was made and duly seconded to adopt Resolution 31728.
