A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on January 30, 2017, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:02
p.m., with Council President Harrell presiding.

ACTION 1:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.
ACTION 2:
Motion was made by Councilmember Burgess, duly seconded and
carried, to amend the proposed Introduction and Referral Calendar by
introducing Council Bill 118905 and Clerk File 314368, and by referring
both items to the Affordable Housing, Neighborhoods, and Finance
Committee.
Council Bill 118905, AN ORDINANCE relating to strengthening The City
of Seattle’s policies for conducting City business with partners that are
committed to fair business practices; adding Chapter 20.46 to the
Seattle Municipal Code; amending the revised City of Seattle Investment
Policies adopted by Resolution 31525; and requesting the Mayor and
Director of Finance and Administrative Services to take certain actions,
including not renewing the Contract for Bank Depository Services with
Wells Fargo Bank beyond the initial term and refraining from making
new investments in Wells Fargo securities for a period of three years.

ACTION 3:
Motion was made by Councilmember González, duly seconded and
carried, to amend the proposed Introduction and Referral Calendar by
changing the referral of item 2, Council Bill 118904, from the Full
Council to the Gender Equity, Safe Communities, and New Americans
Committee; and by changing the sponsor from Burgess to González.
ACTION 4:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar as amended.

F. PRESENTATIONS
Councilmember Harrell read a Proclamation recognizing January 2017
as National Mentoring Month.
Councilmember Juarez read a Proclamation recognizing the Bill and
Melinda Gates Foundation for its groundbreaking work in support of
public libraries in Seattle and King County. By unanimous consent, the
Council Rules were suspended to allow Councilmember Juarez to
present the Proclamation and to allow Marcellus Turner, City Librarian,
Seattle Public Library, and Jessica Dorr, Deputy Director, Global
Libraries at the Bill and Melinda Gates Foundation, to address the
Council.

15. Res 31730 A RESOLUTION affirming the City of Seattle as a Welcoming
City that promotes policies and programs to foster inclusion
for all, and serves its residents regardless of their immigration
or refugee status, race, color, creed, religion, ancestry,
national origin, age, sex, marital status, parental status, sexual
orientation, gender identity, political ideology, disability,
homelessness, low-income or veteran status, and reaffirming
the City’s continuing commitment to advocate and support the
wellbeing of all residents.

Motion was made and duly seconded to adopt Resolution 31730.
ACTION 2:
Motion was made by Councilmember González, duly seconded and
carried, to amend Resolution 31730, by substituting version 3 for version
2c.
ACTION 3:
Motion was made, duly seconded and carried, to suspend Council Rule
III.A.6, relating to the presentation of Full Council amendments at least
two hours before the Full Council meeting.
ACTION 4:
Motion was made by Councilmember Burgess, duly seconded and
carried, to amend Resolution 31730, Section 1, second sentence, by
amending the date from February 15 to February 28.
ACTION 5:
By unanimous consent, the Council Rules were suspended to allow
members of the Immigrant and Refugee Commission and a staff
member of the Office of Immigrant and Refugee Affairs to address the
Council.

authority to credit certain use fees in exchange for voluntary
transportation improvements of equal value in the public
right-of-way.

Section 2. The Seattle Department of Transportation shall provide a
written report on the implementation of this ordinance to the
Sustainability and Transportation Committee, no later than January 31,
2018. The report shall describe: (1) the Department’s use of Subsection
15.04.100.D of the Seattle Municipal Code during 2017, including a
description of each project improvement and the amount of use fees
credited to each project; and (2) the Department’s methods and criteria
for prioritizing and selecting projects for the use fee credit.

1. CB 118901 AN ORDINANCE relating to the City Light Department; accepting
statutory warranty deeds to the Swan property in King County,
Washington, the Bettys Family Trust, Bettys Trust, Crossman,
Farm and Fowl, LLC, Frol, James, Jones, Learned’s Little
Houses, LLC, Nelson, Trowbridge, and Weatherburn properties
in Skagit County, Washington, and the Watkins et al. property in
Snohomish County, Washington; accepting a quit claim deed to
Skagit Land Trust properties in Skagit County, for salmonid
habitat protection purposes; declaring certain real property rights
surplus and no longer required for providing public utility service
or other municipal purposes; ratifying the grants of Deeds of
Right to the State of Washington on the Bettys Family Trust,
Bettys Trust, Crossman, Frol, Jones, Nelson, and Watkins et al.
properties for salmon recovery and conservation purposes;
placing said lands under the jurisdiction of the City Light
Department; and ratifying and confirming certain prior acts.
