A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on May 15, 2017, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:01
p.m., with Council President Harrell presiding.
B. ROLL CALL
Present: 8 - Bagshaw, Burgess, González , Harrell, Johnson, Juarez,
O'Brien, Sawant
Excused: 1 - Herbold
C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR
IRC 112 May 15, 2017
Motion was made, duly seconded and carried, to adopt the
proposed Introduction & Referral Calendar (IRC) by the
following vote:
In Favor: 8 - Bagshaw, Burgess, González , Harrell, Johnson, Juarez,
O'Brien, Sawant
Opposed: None
D. APPROVAL OF THE AGENDA
Motion was made, duly seconded and carried, to adopt the proposed
Agenda.

F. PRESENTATIONS
Councilmember Burgess presented a Proclamation recognizing
Affordable Housing Month. By unanimous consent, the Council Rules
were suspended to allow Councilmember Burgess to present the
Proclamation, and to allow Marty Kooistra, Executive Director, Housing
and Development Consortium of Seattle-King County, to address the
Council.
Councilmembers González and O’Brien presented a Proclamation
recognizing Sikh Heritage Day. By unanimous consent, the Council
Rules were suspended to allow Councilmembers González and O’Brien
to present the Proclamation, and to allow Satwinder Kaur to address the
Council.
G. PUBLIC COMMENT
Alex Tsimmerman addressed the Council regarding a non-Agenda item.
Queen Marguerite Richard addressed the Council regarding a
non-Agenda item.
A.J. Honore addressed the Council regarding a non-Agenda item.
Eliana Scott-Thoennes addressed the Council regarding a non-Agenda
item.
H. PAYMENT OF BILLS
CB 118970 AN ORDINANCE appropriating money to pay certain audited
claims and ordering the payment thereof.
Motion was made and duly seconded to pass Council Bill 118970.
The Motion carried, the Council Bill was passed by the
following vote, and the President signed the Bill:

1. CB 118954 AN ORDINANCE relating to the City Light Department;
declaring as surplus certain real property interests in Block 1,
Joseph R. McLaughlin’s Water Front Addition to The City of
Seattle; authorizing the General Manager and Chief Executive
Officer of the City Light Department to grant a utility easement
to King County; and ratifying and confirming certain prior
acts.
The Committee recommends that Full Council pass the
Council Bill (CB).

Motion was made by Councilmember Bagshaw, duly seconded and
carried, to amend Appointment 00701, by amending the title term year
end date from November 30, 2019 to November 30, 2017.

amended.
