A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on July 10, 2017, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:03
p.m., with Council President Harrell.

Queer (LGBTQ) Commission, and the Seattle Commission for
People with Disabilities and change the appointment authority
for these and the Seattle Women’s Commission.

1. CB 119002 AN ORDINANCE imposing an income tax on high-income
residents; providing solutions for lowering the property tax
burden and the impact of other regressive taxes, replacing
federal funding potentially lost through federal budget cuts,
providing public services, including housing, education, and
transit, and creating green jobs and meeting carbon reduction
goals; and adding a new Chapter 5.65 to the Seattle Municipal
Code.
The Committee recommends that Full Council pass as
amended the Council Bill (CB).

ACTION 1:
Motion was made by Councilmember González and duly seconded, to
amend Council Bill 119002, Section 2, Seattle Municipal Code Section
5.65.010.A, as shown in the underlined language below:
Seattle Municipal Code 5.65.010.A
A. All receipts from the tax levied in this Chapter 5.65 shall be
restricted in use and shall be used only for the following purposes: (1)
lowering the property tax burden and the impact of other regressive
taxes, including the business and occupation tax rate; (2) addressing the
homelessness crisis; (3) providing affordable housing, education, and
transit; (4) replacing federal funding potentially lost through federal
budget cuts, including funding for mental health and public health
services, or responding to changes in federal policy; (5) creating green
jobs and meeting carbon reduction goals; and (6) administering and
implementing the tax levied by this Chapter 5.65.

Budget, including the 2017-2022 Capital Improvement Program
(CIP); changing appropriations to the Seattle Department of
Transportation; revising allocations and spending plans for
certain projects in the 2017-2022 CIP; and ratifying and
confirming certain prior acts.
The Committee recommends that Full Council pass as
amended the Council Bill (CB).

CIVIL RIGHTS, UTILITIES, ECONOMIC DEVELOPMENT, AND ARTS COMMITTEE:
11. CB 118984 AN ORDINANCE relating to the Seattle Office for Civil Rights;
amending Section 3.14.920 of the Seattle Municipal Code to
increase the membership of the Seattle Human Rights
Commission, the Seattle Lesbian, Gay, Bisexual, Transgender,
Queer (LGBTQ) Commission, and the Seattle Commission for
People with Disabilities and change the appointment authority for
these and the Seattle Women’s Commission.
