A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on July 17, 2017, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:01
p.m., with Council President Harrell presiding.

F. PRESENTATIONS
Councilmember Juarez entered the Council Chamber at 2:03 p.m.
Councilmember Harrell presented a Proclamation recognizing the
One-Year Countdown to the 2018 Special Olympics USA Games in
Seattle. By unanimous consent, the Council Rules were suspended to
allow Councilmember Harrell to present the Proclamation, and to allow
Beth Knox to address the Council.

2. CB 119018 AN ORDINANCE relating to bias-free policing; adding a new
Chapter 14.11, consisting of Sections 14.11.010, 14.11.020,
14.11.030, 14.11.040, 14.11.050, and 14.11.060, to the Seattle
Municipal Code to codify Seattle’s commitment to bias-free
policing, require the Seattle Police Department to have
bias-free policing policies and training, create an enforcement
mechanism against biased policing, and collect data to help
ensure that biased policing does not occur.
The Committee recommends that Full Council pass the
Council Bill (CB).
