PRESENTATIONS Councilmember Juarez entered the Council Chamber at 2:03 p.m. Councilmember Harrell presented a Proclamation recognizing the One-Year Countdown to the 2018 Special Olympics USA Games in Seattle. By unanimous consent, the Council Rules were suspended to allow Councilmember Harrell to present the Proclamation, and to allow Beth Knox to address the Council. G. PUBLIC COMMENT Meagan Murphy addressed the Council regarding a non-Agenda item. Marguerite Richard addressed the Council regarding a non-Agenda item. Res 31758 A RESOLUTION setting the public hearing on the petition of West Coast Self-Storage, and General Steel Services of Washington, LLC for the vacation of a portion of 29th Avenue Southwest and a portion of Southwest City View Street in the Greater Duwamish Neighborhood Planning Area, according to Chapter 35.79 of the Revised Code of Washington, Chapter 15.62 of the Seattle Municipal Code, and Clerk File 314357. Motion was made and duly seconded to adopt Resolution 31758. CB 119018 AN ORDINANCE relating to bias-free policing; adding a new Chapter 14.11, consisting of Sections 14.11.010, 14.11.020, 14.11.030, 14.11.040, 14.11.050, and 14.11.060, to the Seattle Municipal Code to codify Seattle’s commitment to bias-free policing, require the Seattle Police Department to have bias-free policing policies and training, create an enforcement mechanism against biased policing, and collect data to help ensure that biased policing does not occur. The Committee recommends that Full Council pass the Council Bill (CB).
