A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in City
Hall in Seattle, Washington, on September 18, 2017, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:04
p.m., with Council President Pro Tem M. Lorena González presiding.

C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR

ACTION 1:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.
ACTION 2:
Motion was made by Councilmember Sawant, duly seconded and carried,
to amend the proposed Introduction and Referral Calendar by introducing
Resolution 31774, and by referring it to the Full Council for adoption at
today’s meeting.
Resolution 31774, A RESOLUTION expressing the Seattle City Council’s
support for a single-payer healthcare system (“Medicare for All”),
supporting United States Senate Bill 1804, and requesting the support of
Washington’s U.S. Senators.
ACTION 3:

20. Res 31774 A RESOLUTION expressing the Seattle City Council’s support for
a single-payer healthcare system (“Medicare for All”), supporting
United States Senate Bill 1804, and requesting the support of
Washington’s U.S. Senators.
ACTION 1:
Motion was made and duly seconded to adopt Resolution 31774.
ACTION 2:
By unanimous consent, Council Rule III.A.6, relating to amendments
presented to the Full Council, was suspended to allow consideration of
amendments to Resolution 31774.
ACTION 3:
Motion was made by Councilmember Bagshaw and seconded to amend
Resolution 31774, by amending Sections 2 and 4, as shown in the
underlined and strike through language below:
Section 2. The Seattle City Council supports S.1804 "A bill to establish a
Medicare-for-all health insurance program" and H.R.676 "Expanded &
Improved Medicare For All Act." The Seattle City Council requests the
Seattle Office of Intergovernmental Relations convey this support to the
Seattle Congressional Delegation. Congressmembers in the United States
Senate and House of Representatives.
Section 4. The Seattle City Council urge the Seattle Congressional
Delegation to cosponsor S.1804 and to support other future legislative
efforts to improve access for health care for all. requests that Senators
Maria Cantwell and Patty Murray support "Medicare for All" by
cosponsoring S.1804.
ACTION 4:
Motion was made by Councilmember González, duly seconded and
carried, to further amend the proposed amendment in Action 3, Section 4,
as shown in the underlined and strike through language below:
Section 4. The Seattle City Council urges the Senators Maria Cantwell and
Patty Murray and the entire Seattle Congressional Delegation to cosponsor
S.1804 and to support other future legislative efforts to improve access for

Possible Selection of Candidate for Position of Seattle Mayor (if necessary)
Selection of Candidate for Position of Seattle Mayor
The City Council will fill the vacant Mayoral position as follow:
The Council will nominate one candidate at a time. The nominee(s) will be
provided the option to accept or decline the nomination. Once the
nominations are closed, the Council will provide comments about the
nominee before the voting begins. The Clerk will call the role, at which
point Councilmembers will vote in support or opposition of the nominee. If
a nominee receives five or more votes, the nominee is selected as Mayor
of Seattle. The nominee selected as Mayor of Seattle will be provided the
opportunity to make remarks, and the Oath of Office will be administered
later in the day.
ACTION 1:
Councilmember González opened the floor to nominations for the position
of Mayor.
ACTION 2:
Motion was made by Councilmember González and duly seconded, to
place in nomination the name of Councilmember Burgess.
ACTION 4:
Councilmember Burgess accepted the nomination, and announced he was
diqualifying himself from voting on the nomination, pursuant to the Seattle
Ethics Code.
ACTION 5:
Hearing no further nominations, nominations were closed.
ACTION 6:
The Motion carried and Councilmember Tim Burgess was selected and
appointed as Mayor of Seattle until the 2017 general election results are
certified for Seattle Mayor, by the following vote:.
