A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in City
Hall in Seattle, Washington, on September 25, 2017, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:03
p.m., with Council President Harrell presiding.
B. ROLL CALL

Motion was made, duly seconded and carried, to excuse Councilmember
Juarez from the September 25, 2017 Full Council meeting.
Councilmember Sawant entered the Council Chamber at 2:05 p.m.
By unanimous consent, Order of Business items C. through E. were held
until after the Mayor's Budget Presentation.

Mayor's Budget Presentation
The Council was at ease at 2:05 p.m. while Councilmembers Bagshaw and
Herbold escorted Mayor Burgess to the Council Chamber.
The Council was called back to order at 2:08 p.m.
Mayor Burgess presented his 2018 Proposed Budget.
The Mayor's Budget Address concluded at 2:33 p.m., and the Council was
at ease.

ACTION 1:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.
ACTION 2:
Motion was made by Councilmember Harrell, duly seconded and carried,
to amend the proposed Introduction and Referral Calendar by introducing
Council Bill 119093, and by referring it to the Full Council.
Council Bill 119093, AN ORDINANCE relating to land use and zoning;
adopting a moratorium on the filing, acceptance, or processing of
applications for the establishment, expansion, or change of use for certain
uses on parcels with a Commercial 1, Commercial 2, or Neighborhood
Commercial 3 zoning designation within the Aurora-Licton Urban Village;
declaring an emergency and establishing an immediate effective date; all
by a 3/4 vote of the City Council.
ACTION 3:
Motion was made by Councilmember Harrell, duly seconded and carried,
to amend the proposed Introduction and Referral Calendar by introducing
Resolutions 31776, 31777, and 31778, and by referring them to the Full
Council for adoption at today’s Full Council meeting.
Resolution 31776, A RESOLUTION relating to the selection of a Chair,
Vice-Chairs, and membership for the Select Budget Committee in 2017.
Resolution 31777, A RESOLUTION designating the monthly President Pro
Tem of the City Council of The City of Seattle for 2016-2017 and
superseding Resolution 31644.
Resolution 31778, A RESOLUTION relating to the 20-day procedural
process pursuant to City Charter Article XIX for filling the vacancy in
Council Position 8 until certification of the November 2017 election results
for Position 8.
ACTION 4:
Motion was made by Councilmember Harrell, duly seconded and carried,
to amend the proposed Introduction and Referral Calendar by introducing

Appointment 00848, and by referring it to the Education, Equity, and
Governance Committee.
Appointment 00848, Appointment of Rachael L. Steward as member,

Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar as amended.

2018-2023 Strategic Business Plan Update for Seattle Public
Utilities; and endorsing a six-year rate path to support the
Strategic Business Plan Update.

21.76.040.

resolution, to enter into future agreements with other cities
located in King County consenting to a request from CHHIP to

corporations and authorities beyond the city limits for the
projects within CHHIP’s chartered authority.

jurisdictions using Preservation Action Fund proceeds;
authorizing the Director of the Office of Intergovernmental
Relations, after receiving authorization by resolution, to enter
into future agreements with King County and other cities located
in King County consenting to a request from HSPDA to exercise
its chartered authority in such jurisdictions; and extending the
City’s powers, authorities, and rights regarding public
