CALL TO ORDER The City Council of The City of Seattle met in Special Session in the Council Chamber in City Hall in Seattle, Washington, on October 6, 2017, pursuant to the provisions of the City Charter. The meeting was called to order at 2:04 p.m., with Council President Pro Tem Rob Johnson presiding. B. ROLL CALL Present: 7 - Bagshaw, González , Herbold, Johnson, Juarez, O'Brien, Sawant Excused: 1 - Harrell Motion was made by Councilmember Johnson, duly seconded and carried, to allow Councilmember Harrell to participate and vote at today’s Special Full Council meeting by phone. The following Councilmembers were present and Councilmember Harrell was present by phone: Present: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Page 1 Full Council Meeting Minutes October 6, 2017 C. APPROVAL OF THE AGENDA ACTION 1 Motion was made and duly seconded to adopt the proposed Agenda. ACTION 2 Motion was made by Councilmember Johnson, duly seconded and carried, to amend the agenda by establishing the voting procedure for the appointment of City Council Position 8 under Item of Business, as stated below: The Chair will open nominations to fill City Council Position 8. Councilmembers will have the opportunity to nominate an applicant. Each nominee will need a Councilmember to move for their nomination and have another Councilmember second that nomination. After nominations have been made, the call for nominees will close. Councilmembers will then be given an opportunity to make comments about the nominees, the factors or criterion they used in deciding whom to support and any other information they wish to share before voting begins. When it is time to vote on the nominees, the Clerk will call the roll. Councilmembers will respond by stating the name of the nominee they wish to appoint. Councilmembers may not change their vote until the next round of elections, should there be one. If any nominee receives five or more votes, that individual is appointed to fill Position 8 and will assume office immediately. If no nominee receives five votes, the process will repeat. Roll call voting will continue until one nominee receives five or more votes. ACTION 3 Motion was made, duly seconded and carried, to adopt the proposed agenda as amended. ITEM OF BUSINESS Selection of Candidate for City Council Vacancy Position 8 The City Council will fill vacant Position 8 as follows: The Chair will open nominations to fill City Council Position 8. Councilmembers will have the opportunity to nominate an applicant. Each nominee will need a Councilmember to move for their nomination and have another Councilmember second that nomination. After nominations have been made, the call for nominees will close. Motion was made by Councilmember Harrell and duly seconded, to nominate Kirsten Harris-Talley. Motion was made by Councilmember Juarez and duly seconded, to nominate Abel Pacheco, Jr. Motion was made by Councilmember Herbold and duly seconded, to nominate Nick Licata. ACTION 2: Hearing no further nominations, nominations were closed. Page 3 Full Council Meeting Minutes October 6, 2017 ACTION 3: On Roll Call, the following votes on nominees were made: Kirsten Harris-Talley - 5 (Bagshaw, González, Harrell, O'Brien, Sawant) Abel Pacheco Jr. - 2 (Johnson, Juarez) Nick Licata - 1 (Herbold) Kirsten Harris-Talley received a majority vote and was elected and appointed to fill City Council Position 8 until certification of the November 7, 2017 general elections. Councilmember Johnson invited Kirsten Harris-Talley to the podium to seek confirmation of Ms. Harris-Talley's acceptance of the position. Ms. Harris-Talley accepted the appointment to City Council Position 8. The Oath of Office was administered to Kirsten Harris-Talley by Emilia M. Sanchez, Senior Deputy City Clerk, and then Councilmember Harris-Talley addressed those in the audience. E.
