A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in City
Hall in Seattle, Washington, on October 9, 2017, pursuant to the provisions
of the City Charter. The meeting was called to order at 2:03 p.m., with
Council President Pro Tem Rob Johnson presiding.
B. ROLL CALL
Present: 8 - Bagshaw, González , Harris-Talley, Herbold, Johnson, Juarez,
O'Brien, Sawant
Excused: 1 - Harrell
C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR
IRC 130 October 9, 2017
Motion was made, duly seconded and carried, to adopt the
proposed Introduction & Referral Calendar (IRC) by the following
vote:
In Favor: 8 - Bagshaw, González , Harris-Talley, Herbold, Johnson, Juarez,
O'Brien, Sawant
Opposed: None
D. APPROVAL OF THE AGENDA
Motion was made, duly seconded and carried, to adopt the proposed
Agenda.
E. APPROVAL OF THE JOURNAL

CB 119095 AN ORDINANCE appropriating money to pay certain audited
claims and ordering the payment thereof.
Motion was made and duly seconded to pass Council Bill 119095.
The Motion carried, the Council Bill (CB) was passed by the
following vote, and the President signed the Bill:

1. CF 314325 Application of Martin Squared, LLC to rezone approximately 4,808
square feet of a site located at 1106 34th Ave from Lowrise 2
multifamily residential (LR2) to Neighborhood Commercial 1 with
a 30 foot height limit (NC1 30) and approximately 6,109 square
feet of the same site from LR2 to Lowrise 3 multifamily residential
(LR3) (Project No. 3020405; Type IV).
The Committee recommends that Full Council grant the
Application as conditioned.
In Favor: 3 - Johnson, O'Brien, González
Opposed: None
The Application was granted as conditioned by the following vote,
and the President signed the Findings, Conclusions, and Decision
of the City Council:
In Favor: 8 - Bagshaw, González , Harris-Talley, Herbold, Johnson, Juarez,
O'Brien, Sawant

2. CB 119091 AN ORDINANCE relating to land use and zoning; amending
Chapter 23.32 of the Seattle Municipal Code at pages 113 and 114
of the Official Land Use Map to rezone property located at 1106
34th Avenue from Lowrise 2 to Neighborhood Commercial 1 with
a 30-foot height limit and a Mandatory Housing Affordability suffix
of (M), and accepting a Property Use and Development
Agreement as a condition of rezone approval. (Petition by Martin
Liebowitz, C.F. 314325, SDCI Project 3020405)
ACTION 1:
Motion was made and duly seconded to pass Council Bill 119091.
ACTION 2:
Motion was made by Councilmember Johnson, duly seconded and carried,
to amend Council Bill 119091, Exhibit B, by substituting the executed
Property Use and Development Agreement for the unexecuted Property
Use and Development Agreement.
ACTION 3:
Motion was made and duly seconded to pass Council Bill 119091 as
amended.
The Motion carried, the Council Bill (CB) was passed as amended
by the following vote, and the President signed the Bill:
