CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on October 30, 2017, pursuant to the provisions of the City Charter. The meeting was called to order at 2:01 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 6 - Bagshaw, González , Harrell, Johnson, Juarez, O'Brien Late Arrival: 3 - Harris-Talley, Herbold, Sawant Councilmember Herbold entered the Council Chamber at 2:02 p.m. Councilmember Harris-Talley entered the Council Chamber 2:03 p.m. C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Page 1 Full Council Meeting Minutes October 30, 2017 IRC 133 October 30, 2017 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: Motion was made by Councilmember González, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Council Bill 119126, and by referring it to the Full Council. Council Bill 119126, AN ORDINANCE relating to City employment; authorizing the execution of a collective bargaining agreement between The City of Seattle and the Seattle Police Management Association to be effective January 1, 2014 through December 31, 2019; amending Ordinance 125207, which adopted the 2017 Budget, by increasing appropriations to the Seattle Police Department for providing the 2014, 2015, 2016, and 2017 payments therefor; and ratifying and confirming certain prior acts; all by a 3/4 vote of the City Council. ACTION 3: Motion was made by Councilmember González, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Appointment 00849, and by referring it to the Gender Equity, Safe Communities, and New Americans Committee. Appointment 00849, the Appointment and Oath of Office of Andrew Myerberg as Director of the Office of Police Accountability. ACTION 4: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. The Motion carried, and the Introduction & Referral Calendar (IRC) was adopted as amended by the following vote: In Favor: 7 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, O'Brien Opposed: 1 - Harris-Talley Page 2 Full Council Meeting Minutes October 30, 2017 D. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. APPROVAL OF THE JOURNAL Min 154 October 23, 2017 Motion was made, duly seconded and carried, to adopt the proposed Minutes by the following vote, and the President signed the Minutes: In Favor: 8 - Bagshaw, González , Harrell, Harris-Talley, Herbold, Johnson, Juarez, O'Brien Opposed: None F. PUBLIC COMMENT Councilmember Sawant entered the Council Chamber at 2:07 p.m. Yvette Dinish Kenney addressed the Council regarding a non-Agenda item. Councilmember Bagshaw left the Council Chamber at 2:09 p.m. Marguerite Richard addressed the Council regarding a non-Agenda item. Tyrone Kenney addressed the Council regarding a non-Agenda item. Pauly G. addressed the Council regarding a non-Agenda item. Tiniell Cato addressed the Council regarding a non-Agenda item. Michael Fuller addressed the Council regarding a non-Agenda item. Councilmember Bagshaw entered the Council Chamber at 2:19 p.m. H. PAYMENT OF BILLS CB 119121 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119121. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, González , Harrell, Harris-Talley, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None I. COMMITTEE REPORTS Page 4 Full Council Meeting Minutes October 30, 2017 FULL COUNCIL 1. CF 314342 Full unit lot subdivision application of Views at Queen Anne, LLC, to subdivide one parcel into 10 lots at 1224 5th Ave N (Project No. 3022471, Type III). Motion was made and duly seconded to file Clerk File 314342. The Motion carried, and the Clerk File (CF) was filed by the following vote. In Favor: 9 - Bagshaw, González , Harrell, Harris-Talley, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None 2. CB 119119 AN ORDINANCE approving and confirming the plat of “Views on South Queen Anne” in the portions of Northeast Quarter of Northwest Quarter of Section 30, Township 25 North, Range 4 East, W.M. in King County, Washington. Motion was made and duly seconded to pass Council Bill 119119. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, González , Harrell, Harris-Talley, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None J. ADOPTION OF OTHER RESOLUTIONS There were none. K. OTHER BUSINESS Motion was made, duly seconded and carried, to excuse Councilmember González from the November 27, 2017 Full Council meeting.
