CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on November 27, 2017, pursuant to the provisions of the City Charter. The meeting was called to order at 2:02 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 7 - Bagshaw, Harrell, Harris-Talley, Herbold, Johnson, Juarez, O'Brien Excused: 2 - González , Sawant C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 137 November 27, 2017 ACTION 1: Motion was made by Councilmember Juarez, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31783, and by referring it to the Full Council for adoption at today’s meeting. Resolution 31783, A RESOLUTION in support of the Seattle AIDS Legacy Memorial. ACTION 2: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. The Introduction & Referral Calendar (IRC) was adopted as amended by the following vote: In Favor: 7 - Bagshaw, Harrell, Harris-Talley, Herbold, Johnson, Juarez, O'Brien Opposed: None D. PUBLIC COMMENT Michele Hasson addressed the Council regarding Order of Business item J., Resolution 31783. Tiniell Cato addressed the Council regarding a non-Agenda item. Marguerite Richard addressed the Council regarding a non-Agenda item. Michael Fuller addressed the Council regarding a non-Agenda item. H. PAYMENT OF BILLS CB 119143 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119143. The Motion carried, the Council Bill (CB) passed by the following vote, and the President signed the Bill: In Favor: 7 - Bagshaw, Harrell, Harris-Talley, Herbold, Johnson, Juarez, O'Brien Opposed: None I. COMMITTEE REPORTS FULL COUNCIL: Page 2 Full Council Meeting Minutes November 27, 2017 1. CB 119138 AN ORDINANCE relating to procedures for filling Council vacancies; adding a new Chapter 3.93, consisting of Section 3.93.010, to the Seattle Municipal Code. ACTION 1: Motion was made and duly seconded to pass Council Bill 119138. ACTION 2: Motion was made by Councilmember Harris-Talley, duly seconded and carried, to amend Council Bill 119138, by substituting version 2 for version 1b. ACTION 3: Motion was made and duly seconded to pass Council Bill 119138 as amended. The Motion carried, the Council Bill (CB) passed as amended by the following vote, and the President signed the Bill: In Favor: 7 - Bagshaw, Harrell, Harris-Talley, Herbold, Johnson, Juarez, O'Brien Opposed: None J. ADOPTION OF OTHER RESOLUTIONS Page 3 Full Council Meeting Minutes November 27, 2017 Res 31783 A RESOLUTION in support of the Seattle AIDS Legacy Memorial. ACTION 1: Motion was made and duly seconded to adopt Resolution 31783. ACTION 2: By unanimous consent, Council Rule III.A.6, relating to amendments presented to the Full Council, was suspended to allow consideration of an amendment to Resolution 31783. ACTION 3: Motion was made by Councilmember Herbold, duly seconded and carried, to amend Resolution 31783, 15th recital, as shown in the underlined and strike through language below: WHEREAS, in response to support from the community, the Seattle City Council in 2016 2015 approved Green Sheet 910-7-A-1 54-1-A-2 to “Add $75,000 to The Office of Arts & Culture to support an AIDS memorial legacy planning process”; and ACTION 4: Motion was made and duly seconded to adopt Resolution 31783 as amended. The Motion carried, the Resolution (Res) was adopted as amended by the following vote, and the President signed the Resolution: In Favor: 7 - Bagshaw, Harrell, Harris-Talley, Herbold, Johnson, Juarez, O'Brien Opposed: None K.
