CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on January 16, 2018, pursuant to the provisions of the City Charter. The meeting was called to order at 2:01 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 6 - Bagshaw, González , Harrell, Johnson, O'Brien, Sawant Late Arrival: 3 - Herbold, Juarez, Mosqueda C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Page 1 Full Council Meeting Minutes January 16, 2018 IRC 142 January 16, 2018 Councilmember Mosqueda entered the Council Chamber at 2:03 p.m. ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: Motion was made by Councilmember Harrell, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31792, and by referring it to the Full Council for adoption at today’s meeting. Resolution 31792, A RESOLUTION relating to Seattle City Councilmember participation, for 2018 and 2019, on King County Committees, Regional Committees, State Committees, and City of Seattle Committees; and superseding Resolution 31749. ACTION 3: Motion was made by Councilmember Sawant, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31793, and by referring it to the Full Council. Resolution 31793, A RESOLUTION opposing a proposed liquefied natural gas facility in Tacoma, and urging the Puget Sound Clean Air Agency to reject its permit application. Councilmember Herbold entered the Council Chamber at 2:04 p.m. ACTION 4: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. PAYMENT OF BILLS CB 119180 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119180. COMMITTEE REPORTS CIVIL RIGHTS, UTILITIES, ECONOMIC DEVELOPMENT, AND ARTS COMMITTEE: 1. CB 119177 AN ORDINANCE relating to the Department of Parks and Recreation and Seattle Public Utilities; transferring partial jurisdiction of real property within Block 1, Plat of Yesler Terrace Community, as recorded in Volume 267, page 59 of plats; for maintenance, repair, replacement, and operation of the existing combined drainage and sewer facility. The Committee recommends that Full Council pass the Council Bill (CB). CB 119178 AN ORDINANCE relating to the regulation of marijuana businesses; amending Sections 6.500.020, 6.500.030, 6.500.040, 6.500.050, 6.500.060, 6.500.070, 6.500.080, 6.500.110, 6.500.160, and 6.500.170 of the Seattle Municipal Code; adding a new Section 6.500.143 to the Seattle Municipal Code; and ratifying and confirming certain prior acts. The Committee recommends that Full Council pass the Council Bill (CB). Res 31791 A RESOLUTION supporting The City of Seattle’s proposal to be a host city for the 2026 Fédération Internationale de Football Association (FIFA) World Cup. ACTION 1: Motion was made and duly seconded to adopt Resolution 31791. ACTION 2: Motion was made by Councilmember Mosqueda, duly seconded and carried, to amend Resolution 31791, by substituting version 2 for version 1b. ACTION 3: Motion was made and duly seconded to adopt Resolution 31791 as amended.
