CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on February 20, 2018, pursuant to the provisions of the City Charter. The meeting was called to order at 2:03 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 6 - Harrell, Herbold, Juarez, Mosqueda, O'Brien, Sawant Excused: 3 - Bagshaw, González , Johnson Motion was made, duly seconded and carried, to excuse Councilmember Johnson from the February 20, 2018 Full Council meeting. Motion was made by Councilmember Harrell, duly seconded and carried, to allow Councilmember Bagshaw to participate and vote at today's Full Council meeting by phone. APPROVAL OF THE AGENDA ACTION 1: Motion was made and duly seconded to adopt the proposed Agenda. ACTION 2: Motion was made by Councilmember Harrell, duly seconded and carried, to amend the proposed Agenda by moving Agenda items 8 and 9, Council Bills 119195 and 119196, after item 1, Clerk File 314390. Council Bill 119195, AN ORDINANCE relating to City-owned real property located at 1933 Minor Avenue; authorizing the sale of the property for fair market value through a negotiated sale; authorizing the Director of the Department of Finance and Administrative Services to execute all necessary documents to accomplish such property sale; and designating how proceeds from the sale shall be distributed. Council Bill 119196, AN ORDINANCE amending Ordinance 125475, which adopted the 2018 Budget; changing appropriations to various departments and budget control levels; all by a 3/4 vote of the City Council. ACTION 3: Motion was made by Councilmember Harrell, duly seconded and carried, to amend the proposed Agenda by moving Agenda item 3, Clerk File 314358, before item 2, Council Bill 119194. Clerk File 314358, Application of Brook V, LLC to rezone an approximately 14,000 square foot site located at 1600 Dexter Avenue North from Neighborhood Commercial 3 with a pedestrian designation and a 40-foot height limit (NC3P 40) to Neighborhood Commercial 3 with a pedestrian designation, a 75-foot height limit, and the MHA suffix (NC3P 75 (M1)) (Project No. 3021980; Type IV). ACTION 4: Motion was made, duly seconded and carried, to adopt the proposed Agenda as amended. E. APPROVAL OF THE JOURNAL There were no Minutes presented for approval. PRESENTATIONS By unanimous consent, the Council Rules were suspended at 2:09 p.m., to allow Deputy Mayor Fong to deliver Mayor Durkan's 2018 Sate of the City Address to the Council. Councilmembers Mosqueda presented a Proclamation recognizing National Children's Dental History Month. By unanimous consent, the Council Rules were suspended to allow Councilmember Mosqueda to present the Proclamation, and to allow Diane Oaks, President and CEO of Delta Dental, to address the Council.
