CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on May 14, 2018, pursuant to the provisions of the City Charter. The meeting was called to order at 2:07 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Page 1 City Council Meeting Minutes May 14, 2018 IRC 160 May 14, 2018 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: By unanimous consent, Council Rule III.A.6., relating to circulation of a Council Bill for introduction by 5:00 p.m. on the preceding business day, was suspended to allow consideration of an amendment to the proposed Introduction and Referral Calendar. ACTION 3: Motion was made by Councilmember O'Brien, duly seconded and carried, to amend the proposed Introduction and Referral Calendar, by introducing Council Bill 119256, and by referring it to the Sustainability and Transportation Committee. Council Bill 119256, AN ORDINANCE relating to the Seattle Transportation Benefit District; authorizing material scope changes to Seattle Transportation Benefit District Proposition 1; authorizing the Director of the Seattle Department of Transportation to execute an interlocal agreement with Seattle Public Schools to provide transit passes to Seattle Public Schools students; changing appropriations to the Seattle Department of Transportation to fund the ORCA Opportunity Program; and amending Ordinance 125493, which amended the 2018 Budget (Ordinance 125475); all by a 3/4 vote of the City Council. ACTION 4: Motion was made by Councilmember Harrell, duly seconded and carried, to relieve the Finance and Neighborhoods Committee of its obligation to consider Resolution 31810, and by referring it to the City Council for consideration at today's meeting. ACTION 5: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. APPROVAL OF THE AGENDA ACTION 1: Motion was made and duly seconded to adopt the proposed Agenda. ACTION 2: Motion was made by Councilmember O'Brien, duly seconded and carried, to amend the proposed Agenda by holding Agenda items 1 through 4, Council Bills 119234 and 119237, and Resolutions 31809 and 31811, until May 21, 2018. ACTION 3: Motion was made, duly seconded and carried, to adopt the proposed Agenda as amended. 1. CB 119234 AN ORDINANCE related to the Seattle Design Commission; amending Sections 3.58.010, 3.58.030, 3.58.050, 3.58.080, 3.58.090, and 22.900G.080 of the Seattle Municipal Code (SMC); and adding a new Section 3.58.100 to the SMC; to clarify the role of the Seattle Design Commission in reviewing petitions for long-term or permanent use of the public right-of-way and to set fees for Design Commission review of such projects. Res 31809 A RESOLUTION adopting revised Street Vacation Policies for the City of Seattle and repealing previous versions of the policies adopted by Resolutions 27527, 28605, 30297, 30702, and 31142. The Committee recommends that Full Council adopt the Resolution (Res). In Favor: 3 - O'Brien, Johnson, Sawant Opposed: None The Resolution (Res) was held until May 21, 2018. 4. Res 31811 A RESOLUTION recognizing the value of Equitable Development Agreements and outlining how the agreements may be considered when evaluating the required community engagement processes and public benefit packages associated with street vacations and large development projects that are subject to review by the City Council. Res 31810 A RESOLUTION establishing a spending plan for the proceeds generated from a new Progressive Tax on Business to address homelessness and housing affordability authorized by the ordinance introduced as Council Bill 119250. ACTION 1: Motion was made and duly seconded to adopt Resolution 31810. ACTION 2: Motion was made by Councilmember González and duly seconded, to amend Resolution 31810, by substituting version 9 for version 4 of the Resolution, and substituting version 6 for version 1b of Attachment 1. The Motion carried by the following vote: In favor: 5 - González, Herbold, Mosqueda, O’Brien, Sawant Opposed: 4 - Bagshaw, Harrell, Johnson, Juarez ACTION 3: Motion was made by Councilmember Sawant and duly seconded, to amend Resolution 31810, Section 1, as shown in the underlined language below: Section 1. Proceeds from the new business tax imposed by the ordinance introduced as Council Bill 119244 are intended to be used to expand housing, shelter, public health, hygiene, sanitation, and other support services for those who are homeless or at significant risk of homelessness, with priority for assisting those homeless people living unsheltered and/or with very low incomes (at or below 30 percent of area median income (AMI). It is intended that 75 percent of the proceeds from the new business tax will be used to increase the production of long-term affordable housing, and fund operations and services support for housing serving the homeless who are most vulnerable. Twenty percent of the proceeds from the new business tax will be used to increase the provision and effectiveness of shelter, public health, hygiene, sanitation, and support services to assist homeless people living unsheltered to move off the streets. It is intended that none of the revenue generated by the tax will be used to support unauthorized encampment removals. Attachment 1 to this resolution establishes the spending plan for the first five years of the new business tax.
