CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on June 4, 2018, pursuant to the provisions of the City Charter. The meeting was called to order at 2:03 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien Excused: 1 - Sawant C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 163 June 4, 2018 Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar (IRC) by the following vote: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien Opposed: None D. APPROVAL OF THE AGENDA ACTION 1: Motion was made and duly seconded to adopt the proposed Agenda. ACTION 2: Motion was made by Councilmember Johnson, duly seconded and carried, to amend the proposed Agenda by holding Agenda item 1, Council Bill 119264, until June 11, 2018. ACTION 3: Motion was made, duly seconded and carried, to adopt the proposed Agenda as amended. Page 1 City Council Meeting Minutes June 4, 2018 1. CB 119264 AN ORDINANCE relating to the 2018 Special Olympics USA Games; setting fees and charges for the Games and waiving all special event fees under Chapter 15.52 of the Seattle Municipal Code, and ratifying and confirming certain prior acts. The Council Bill (CB) was held until June 11, 2018. In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien Opposed: None E. APPROVAL OF THE JOURNAL Min 182 May 21, 2018 Motion was made, duly seconded and carried, to adopt the proposed Minutes by the following vote, and the President signed the Minutes: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien Opposed: None Min 183 May 29, 2018 Motion was made, duly seconded and carried, to adopt the proposed Minutes by the following vote, and the President signed the Minutes: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien Opposed: None F. PRESENTATIONS There were none. G. PUBLIC COMMENT Mark Dublin addressed the Council regarding a non-Agenda item. Jonathan Kumar addressed the Council regarding a non-Agenda item. Page 2 City Council Meeting Minutes June 4, 2018 H. PAYMENT OF BILLS CB 119265 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119265. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien Opposed: None I. COMMITTEE REPORTS CITY COUNCIL: Page 3 City Council Meeting Minutes June 4, 2018 2. CB 119263 AN ORDINANCE repealing Ordinance 125442, which imposed a tax on short-term rental operators under Chapter 5.54 of the Seattle Municipal Code. ACTION 1: Motion was made and duly seconded to pass Council Bill 119263. ACTION 2: By unanimous consent, Council Rule III.A.7, relating to amendments presented to the City Council, at least two hours before the meeting, was suspended to allow consideration of an amendment to Council Bill 119263. ACTION 3: Motion was made by Councilmember O'Brien, duly seconded and carried, to amend Council Bill 119263, by adding Attachment 1, Ordinance 125442. ACTION 4: Motion was made and duly seconded to pass Council Bill 119263 as amended. The Motion carried, the Council Bill (CB) was passed as amended by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien Opposed: None J. ADOPTION OF OTHER RESOLUTIONS Page 4 City Council Meeting Minutes June 4, 2018 3. Res 31817 A RESOLUTION superseding and replacing the language in Statement of Legislative Intent, 281-1-B-2, adopted in Resolution 31795. ACTION 1: Motion was made and duly seconded to adopt Resolution 31817. ACTION 2: Motion was made by Councilmember O'Brien, duly seconded and carried, to amend Resolution 31817, by substitituting version 2 for version 1b. ACTION 3: Motion was made and duly seconded to adopt Resolution 31817 as amended. The Motion carried, the Resolution (Res) was adopted as amended by the following vote, and the President signed Resolution: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien Opposed: None 4. Res 31818 A RESOLUTION retiring introduced and referred Council Bills, Resolutions, Clerk Files, and Appointments that have received no further action. Motion was made and duly seconded to adopt Resolution 31818. The Motion carried, the Resolution (Res) was adopted by the following vote, and the President signed the Resolution: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien Opposed: None K.
