A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in City
Hall in Seattle, Washington, on June 11, 2018, pursuant to the provisions of
the City Charter. The meeting was called to order at 2:04 p.m., with
Council President Harrell presiding.

C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR

ACTION 1:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.
ACTION 2:
By unanimous consent, Council Rule III.A.6., relating to circulation of a
Resolution for adoption by 5:00 p.m. on the preceding business day, was
suspended to allow consideration of a Resolution for introduction and
adoption.
ACTION 3:
Motion was made by Councilmember Johnson, duly seconded and carried,
to amend the proposed Introduction and Referral Calendar by introducing
Resolution 31820, and by referring it to the City Council for adoption at
today’s meeting.
Resolution 31820, A RESOLUTION relating to the 2018 Special Olympics
USA Games; and sponsoring the Games.
ACTION 4:
By unanimous consent, Council Rule III.A.6., relating to circulation of
Council Bills for introduction by 5:00 p.m. on the preceding business day,
was suspended to allow consideration of two amendments to the proposed
Introduction and Referral Calendar.
ACTION 5:
Motion was made by Councilmember Harrell, duly seconded and carried,
to amend the proposed Introduction and Referral Calendar by introducing
Council Bill 119279, and by referring it to the Governance, Equity, and
Technology Committee.
Council Bill 119279, AN ORDINANCE relating to elections; raising limits of
certain items on the statement of financial affairs in conformity with state
law; changing deadlines and definitions related to the democracy voucher
program to align better with other state and City practices; creating a crime
of falsifying democracy voucher program qualification information; making
technical corrections to and reorganizing and clarifying the content of the
democracy voucher program; and amending Sections 2.04.165 and

2.04.370 and Chapter 2.04, Subchapter VIII of the Seattle Municipal Code.
ACTION 6:
Motion was made by Councilmember Harrell and duly seconded to amend
the proposed Introduction and Referral Calendar by introducing Council Bill
119280, and by referring it to the City Council.
Council Bill 119280, AN ORDINANCE relating to taxation; repealing
Ordinance 125578 relating to adding a new Chapter 5.37 (Employee
Hours Tax) and a new Chapter 5.38 to Title 5 of the Seattle Municipal
Code.
The Motion carried by the following vote:
In favor: 8 - Bagshaw, Burgess, González, Harrell, Herbold, Juarez,
Johnson, O'Brien

ACTION 7:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar as amended.

1. CB 119264 AN ORDINANCE relating to the 2018 Special Olympics USA
Games; setting fees and charges for the Games and waiving all
special event fees under Chapter 15.52 of the Seattle Municipal
Code, and ratifying and confirming certain prior acts.
The Motion carried, and Council Bill (CB) 119264 was held
indefinitely by the following vote:

ACTION 3:
Motion was made by Councilmember O'Brien and duly seconded, to
amend the proposed Agenda by holding Agenda item 6, Council Bill
119256, until June 25, 2018.
6. CB 119256 AN ORDINANCE relating to the Seattle Transportation Benefit
District; authorizing material scope changes to Seattle
Transportation Benefit District Proposition 1; authorizing the
Director of the Seattle Department of Transportation to execute
an interlocal agreement with Seattle Public Schools to provide
transit passes to Seattle Public Schools students; changing
appropriations to the Seattle Department of Transportation to
fund the ORCA Opportunity Program; and amending Ordinance
125493, which amended the 2018 Budget (Ordinance 125475); all
by a 3/4 vote of the City Council.
The Committee recommends that City Council pass as amended
the Council Bill (CB).
