A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in City
Hall in Seattle, Washington, on June 25, 2018, pursuant to the provisions of
the City Charter. The meeting was called to order at 2:05 p.m., with
Council President Harrell presiding.
B. ROLL CALL

C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR
IRC 166 June 25, 2018
ACTION 1:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.
ACTION 2:
Motion was made by Councilmember González, duly seconded and
carried, to amend the proposed Introduction and Referral Calendar by
introducing Resolution 31822, and by referring it to the City Council for
adoption at today’s meeting.
Resolution 31822, A RESOLUTION affirming the human right to family unity
and expressing opposition to the Trump Administration’s practices
separating and/or detaining migrant families seeking asylum at the U.S.
-Mexico border, and strong concern about the Trump Administration’s lack
of family reunification plans for over 2,300 children and their parents or
guardians and ongoing detention camps at the U.S.-Mexico border in
violation of the Universal Declaration of Human Rights and the applicable
international human rights framework.
ACTION 3:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar as amended.
The Motion carried, and the Introduction & Referral Calendar

and coach of the Mock Trial Team, to address the Council.

1. CB 119256 AN ORDINANCE relating to the Seattle Transportation Benefit
District; authorizing material scope changes to Seattle
Transportation Benefit District Proposition 1; authorizing the
Director of the Seattle Department of Transportation to execute
an interlocal agreement with Seattle Public Schools to provide
transit passes to Seattle Public Schools students; changing
appropriations to the Seattle Department of Transportation to
fund the ORCA Opportunity Program; and amending Ordinance
125493, which amended the 2018 Budget (Ordinance 125475); all
by a 3/4 vote of the City Council.
The Committee recommends that City Council pass as amended
the Council Bill (CB).

ACTION 1:
Motion was made by Councilmember Mosqueda, duly seconded and
carried, to amend Council Bill 119256, by deleting Section 2.C, by
substituting Section 4, and updating the remaining letter sections
accordingly, as shown in the strike through and underlined language below:
Section 2.C.
C. Up to five million dollars of the Proposition 1 Revenues may be used
annually to support contracted pilot transit services that are consistent with
the Seattle Transit Master Plan and Metro’s Service Guidelines; among the
considerations that would be received by the City under the terms of
contracted pilot services would be a minimum seated vehicle capacity of
eight passengers, excluding the driver, and labor harmony agreements;
Section 4.
Section 4. None of the money appropriated in the 2018 budget for the
Seattle Department of Transportation may be spent for contracted pilot
transit services as described in Section 2.C until the Chair of the
Sustainability and Transportation Committee files a certification with the
City Clerk that the Seattle Department of Transportation has provided a
report and service plan for use of contracted pilot services in the upcoming
Metro Transit service change period that commences September 23,

2018. The report shall show planned routes, service frequencies, stop
locations, vehicle capacity, days and hours of service, identification of
provider, and the rationale for serving these transit markets with contracted
service.
Section 4. Any act taken by the City or Seattle Public Schools pursuant to
the authority and in compliance with the conditions of this ordinance but
prior to the effective date of the ordinance is ratified and confirmed.

program qualification information; making technical corrections
to and reorganizing and clarifying the content of the democracy
voucher program; and amending Sections 2.04.165 and 2.04.370
and Chapter 2.04, Subchapter VIII of the Seattle Municipal Code.

behalf of The City of Seattle, two deeds for street purposes from
ARE-1201/1208 Eastlake Avenue, LLC, a Delaware limited liability
company, located in a portion of Lots 1 and 2, City of Seattle Lot
Boundary Adjustment Number 9604526, recorded under King
County Recording Number 9611060361, and a permanent
easement for sidewalk purposes from the Washington State
Employees Credit Union, a Washington State chartered credit
union, located in a portion of Lot 10, Block 4, Doyle’s Addition to
the City of Seattle; placing the real property rights and interests
conveyed by such deeds and easement under the jurisdiction of
the Seattle Department of Transportation; laying off the deeds as
right-of-way; and ratifying and confirming certain prior acts.

8. CB 119290 AN ORDINANCE relating to the Bridge Rehabilitation and
Replacement project; authorizing the Director of the Seattle
Department of Transportation to acquire, accept, and record, on
behalf of The City of Seattle, two deeds for street purposes from
ARE-1201/1208 Eastlake Avenue, LLC, a Delaware limited liability
company, located in a portion of Lots 1 and 2, City of Seattle Lot
Boundary Adjustment Number 9604526, recorded under King
County Recording Number 9611060361, and a permanent easement
for sidewalk purposes from the Washington State Employees Credit
Union, a Washington State chartered credit union, located in a
portion of Lot 10, Block 4, Doyle’s Addition to the City of Seattle;
placing the real property rights and interests conveyed by such
deeds and easement under the jurisdiction of the Seattle Department
of Transportation; laying off the deeds as right-of-way; and ratifying
and confirming certain prior acts.
The Committee recommends that City Council pass the Council

of certain parking penalties; amending parking and payment
requirements; making technical changes; amending Sections
