CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on July 16, 2018, pursuant to the provisions of the City Charter. The meeting was called to order at 2:03 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 168 July 16, 2018 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: Motion was made by Councilmember Mosqueda, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31829, and by referring it to the Housing, Health, Energy, and Workers' Rights Committee. Resolution 31829, A RESOLUTION related to the City Light Department ("City Light"); adopting revised procedures for the disposition of surplus properties under the jurisdiction of City Light. ACTION 3: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. The Motion carried, and the proposed Introduction and Referral Calendar (IRC) was adopted as amended by the following vote: In Favor: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None Page 1 City Council Meeting Minutes July 16, 2018 D. APPROVAL OF THE AGENDA ACTION 1: Motion was made and duly seconded to adopt the proposed Agenda. ACTION 2: Motion was made by Councilmember Mosqueda, duly seconded and carried, to amend the proposed Agenda by adding Resolution 31828, under Business of Order item J., Adoption of Other Resolutions. Resolution 31828, A RESOLUTION in support of the Seventy-first World Health Assembly resolution on infant and young child feeding, affirming The City of Seattle's recognition of breastfeeding as critical to infant and maternal health. ACTION 3: Motion was made, duly seconded and carried, to adopt the proposed Agenda as amended. E. APPROVAL OF THE JOURNAL Min 189 July 9, 2018 Motion was made, duly seconded and carried, to adopt the proposed Minutes by the following vote, and the President signed the Minutes: In Favor: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None F. PUBLIC COMMENT Patty Hayes addressed the Council regarding Introduction and Referral Calendar item 2, Resolution 31828. Alex Tsimmerman addressed the Council regarding Agenda items 8 through 11, Appointments 1043, 1048, 1049, and 1050. Marguerite Richard addressed the Council regarding Agenda items 8 through 11, Appointments 1043, 1048, 1049, and 1050. Patricia Alva addressed the Council regarding Introduction and Referral Calendar item 2, Resolution 31828. H. PAYMENT OF BILLS CB 119300 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119300. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None I. COMMITTEE REPORTS CITY COUNCIL: 1. RES 31823 A RESOLUTION to initiate a SODO Parking and Business Improvement Area. Motion was made and duly seconded to adopt Resolution 31823. RES 31824 A RESOLUTION of intention to establish a SODO Parking and Business Improvement Area and fix a date and place for a hearing thereon. Motion was made and duly seconded to adopt Resolution 31824. The Motion carried, the Resolution (Res) was adopted by the following vote, and the President signed the Resolution: In Favor: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None CIVIL RIGHTS, UTILITIES, ECONOMIC DEVELOPMENT, AND ARTS COMMITTEE: 3. Res 31825 A RESOLUTION relating to Seattle Public Utilities (SPU); amending Resolution 31800; updating the ongoing Customer Review Panel to maintain continuous stakeholder engagement as SPU implements the six-year Strategic Business Plan (Plan) and conducts future Plan updates. The Committee recommends that City Council adopt the Resolution (Res). CB 119282 AN ORDINANCE relating to historic preservation; imposing controls upon the Shannon & Wilson Office Building, a landmark designated by the Landmarks Preservation Board under Chapter 25.12 of the Seattle Municipal Code, and adding it to the Table of Historical Landmarks contained in Chapter 25.32 of the Seattle Municipal Code. The Committee recommends that City Council pass the Council Bill (CB). The Committee recommends that City Council pass the Council Bill (CB).
