CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on September 10, 2018, pursuant to the provisions of the City Charter. The meeting was called to order at 2:02 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 7 - Bagshaw, Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Excused: 2 - González , Mosqueda Motion was made, duly seconded and carried, to excuse Councilmembers González and Mosqueda from the September 10, 2018 City Council meeting. C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Page 1 City Council Meeting Minutes September 10, 2018 IRC 174 September 10, 2018 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: Motion was made by Councilmember Sawant, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Appointments 01126 through 01128, and by referring them to the Human Services, Equitable Development, and Renter Rights Committee. Appointment 01126, Appointment of Laurie Goff as member, Seattle Renters’ Commission, for a term to February 28, 2019. Appointment 01127, Appointment of Devin Silvernail as member, Seattle Renters’ Commission, for a term to February 28, 2019. Appointment 01128, Appointment of Marcedes T. Taitt-Lamar as member, Seattle Renters’ Commission, for a term to February 28, 2020. ACTION 3: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. The Motion carried, and the Introduction & Referral Calendar (IRC) was adopted as amended by the following vote: In Favor: 7 - Bagshaw, Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None D. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. APPROVAL OF THE JOURNAL Page 2 City Council Meeting Minutes September 10, 2018 Min 195 September 4, 2018 Motion was made, duly seconded and carried, to adopt the proposed Minutes by the following vote, and the President signed the Minutes: In Favor: 7 - Bagshaw, Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None F. PRESENTATIONS Councilmember Bagshaw presented a Proclamation honoring Team Sail Like A Girl for their 2018 Race to Alaska win. By unanimous consent, the Council Rules were suspended to allow Councilmember Bagshaw to present the Proclamation, and to allow Jeanne Goussev of Team Sail Like A Girl to address the Council. Councilmember Harrell presented a Proclamation designating September 10 - 16, 2018 to be "La Semana de México" (The Week of Mexico). By unanimous consent, the Council Rules were suspended to allow Councilmember Harrell to present the Proclamation, and to allow Roberto Dondisch, Consul of Mexico in Seattle, to address the Council. G. PUBLIC COMMENT Marguerite Richard addressed the Council regarding a non-Agenda item. Michael Fuller addressed the Council regarding a non-Agenda item. Alex Tsimmerman addressed the Council regarding a non-Agenda item. Nita Chambers addressed the Council regarding Agenda item 2, Council Bill 119343. Meagan Murphy addressed the Council regarding a non-Agenda item. H. PAYMENT OF BILLS Page 3 City Council Meeting Minutes September 10, 2018 CB 119346 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119346. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 7 - Bagshaw, Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None I. COMMITTEE REPORTS CIVIC DEVELOPMENT, PUBLIC ASSETS, AND NATIVE COMMUNITIES COMMITTEE: 1. CB 119340 AN ORDINANCE relating to the Seattle Park District; authorizing the Superintendent of Parks and Recreation to acquire real property and property rights within the City’s green spaces. The Committee recommends that City Council pass the Council Bill (CB). In Favor: 2 - Juarez, Bagshaw Opposed: None The Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 7 - Bagshaw, Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None 2. CB 119343 AN ORDINANCE relating to the Department of Parks and Recreation; authorizing the Superintendent to enter into a management agreement with the Jefferson Park Lawn Bowling Club for the purpose of renting rooms and teaching lawn bowling to the public at the Jefferson Park lawn bowling facility. The Committee recommends that City Council pass the Council Bill (CB). Res 31834 A RESOLUTION expressing The City of Seattle’s opposition to offshore oil and gas drilling and exploration activities, including seismic airgun blasting. The Committee recommends that City Council adopt the Resolution (Res). In Favor: 2 - O'Brien, Johnson Opposed: None The Resolution (Res) was adopted by the following vote, and the President signed the Resolution In Favor: 7 - Bagshaw, Harrell, Herbold, Johnson, Juarez, O'Brien, Sawant Opposed: None J. ADOPTION OF OTHER RESOLUTIONS There were none. K. OTHER BUSINESS There was none. L.
