CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on September 17, 2018, pursuant to the provisions of the City Charter. The meeting was called to order at 2:03 p.m., with Council President Harrell presiding. B. ACTION 3: Motion was made by Councilmember Johnson, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31840, and by referring it to the City Council for consideration on September 24, 2018. Resolution 31840, A RESOLUTION requesting reports from the Seattle Department of Transportation, the Seattle Department of Construction and Inspections, and Seattle Center identifying transportation projects in the vicinity of the Seattle Center Arena and describing the process for administering the Seattle Center Arena Transportation Management Plan. Councilmember González entered the Council Chamber at 2:10 p.m. Councilmember Mosqueda entered the Council Chamber a 2:10 p.m. ACTION 4: Motion was made by Councilmember Bagshaw, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31841, and by referring it to the City Council for consideration on September 24, 2018. Resolution 31841, A RESOLUTION providing an honorary designation of 2nd Avenue North from Harrison Street to Thomas Street as “Seattle Storm Way." ACTION 5: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. APPROVAL OF THE JOURNAL There were no Minutes presented for approval. F. PRESENTATIONS Councilmember González presented a Proclamation recognizing Seattle Riot, for its 2018 World Ultimate Club Championship. By unanimous consent, the Council Rules were suspended to allow Councilmember González to present the Proclamation, and to allow a representative of Seattle Riot, to address the Council. Councilmember Sawant entered the Council Chamber at 2:13 p.m. Councilmember González presented a Proclamation recognizing Seattle BFG, for its 2018 World Ultimate Club Championship. By unanimous consent, the Council Rules were suspended to allow Councilmember González to present the Proclamation, and to allow a representative of Seattle BFG, to address the Council. CB 119351 AN ORDINANCE relating to the Human Rights Code; broadening coverage of unfair practices to include domestic workers and hiring entities; extending protections to domestic workers and extending obligations to hiring entities; amending Sections 14.04.020 and 14.04.030 of the Seattle Municipal Code (SMC); and adding a new Section 14.04.230 to the SMC. The Committee recommends that City Council pass as amended the Council Bill (CB). Sections 1, 2, 3, and 4 of this ordinance shall take effect on July 1, 2019. Section ((5))6. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
