CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on October 8, 2018, pursuant to the provisions of the City Charter. The meeting was called to order at 2:03 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 178 October 8, 2018 Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar (IRC) by the following vote: In Favor: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None D. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. PRESENTATIONS There were none. G. PUBLIC COMMENT Alex Tsimerman addressed the Council regarding a non-Agenda item. Councilmember González left the Council Chamber at 2:05 p.m. Councilmember Juarez left the Council Chamber at 2:05 p.m. Tyrone Kenney addressed the Council regarding a non-Agenda item. Yvette Dinish Kenney addressed the Council regarding a non-Agenda item. Lewis Jones addressed the Council regarding a non-Agenda item. Councilmember Juarez entered the Council Chamber at 2:14 p.m. Councilmember González entered the Council Chamber at 2:14 p.m. H. PAYMENT OF BILLS CB 119364 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119364. COMMITTEE REPORTS Committee Reports were not presented. J. ADOPTION OF OTHER RESOLUTIONS* Page 3 City Council Meeting Minutes October 8, 2018 1. Res 31843 A RESOLUTION endorsing “Clean Air Clean Energy” Initiative 1631, a statewide initiative to the people that would charge pollution fees on the largest corporate polluters and use the revenue to invest in healthy communities, clean our air and water, promote clean energy, and slow down the impacts of climate change - all under oversight of a public board. ACTION 1: Motion was made and duly seconded to adopt Resolution 31843. ACTION 2: PUBLIC COMMENT ON RESOLUTION 31843 In accordance with Revised Code of Washington 42.17A.555 and Seattle Municipal Code 2.04.300, Council President Harrell provided the public an opportunity to speak in favor of or in opposition to Resolution 31843. Alex Tsimerman addressed the Council in opposition to Resolution 31843. Councilmember Johnson left the Council Chamber at 2:33 p.m. Deejah Sherman-Peterson addressed the Council in favor of Resolution 31843. Councilmember Johnson entered the Council Chamber at 2:34 p.m. Anne Engstrom addressed the Council in favor of Resolution 31843. Andrea Faste addressed the Council in favor of Resolution 31843. Lucas Vargas Zeppetello addressed the Council in favor of Resolution 31843. Brian Emanuels addressed the Council in favor of Resolution 31843. OTHER BUSINESS Motion was made, duly seconded and carried, to excuse Councilmember Sawant from the October 22, 2018 City Council meeting. L. Page 3 City Council Agenda October 8, 2018 *Notice of Public Comment relating to Resolution 31843 As part of this meeting, the Seattle City Council intends to vote on Resolution No. 31843, entitled, 'A RESOLUTION endorsing “Clean Air Clean Energy” Initiative 1631, a statewide initiative to the people that would charge pollution fees on the largest corporate polluters and use the revenue to invest in healthy communities, clean our air and water, promote clean energy, and slow down the impacts of climate change - all under oversight of a public board.' Ballot title of Initiative 1631: “Initiative Measure No. 1631 concerns pollution. This measure would charge pollution fees on sources of greenhouse gas pollutants and use the revenue to reduce pollution, promote clean energy, and address climate impacts, under oversight of a public board. Should this measure be enacted into law? Yes [ ] No [ ]” As provided for under RCW 42.17A.555 and Seattle Municipal Code 2.04.300, the City Council will afford members of the public an opportunity at the October 8, 2018, City Council meeting to express a view that is in support or opposed to the proposed City Council Resolution 31843. An equal opportunity will be given to proponents and opponents of the measure. The City Council meeting on October 8th will begin at 2:00 p.m., in the Council Chamber at 600 Fourth Avenue, 2nd floor. A sign-up sheet will be available at 1:45 p.m. Speakers will be drawn from the sign-up list in the order in which names appear and until the time allotted to members of the public is exhausted.
