CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on October 15, 2018, pursuant to the provisions of the City Charter. The meeting was called to order at 2:03 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 6 - Bagshaw, Harrell, Johnson, Juarez, O'Brien, Sawant Excused: 2 - González , Herbold Late Arrival: 1 - Mosqueda Motion was made, duly seconded and carried, to excuse Councilmember Herbold from the October 15, 2018 City Council meeting. C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Page 1 City Council Meeting Minutes October 15, 2018 IRC 179 October 15, 2018 Councilmember Mosqueda entered the Council Chamber at 2:05 p.m. ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: By unanimous consent, Council Rule III.A.6., relating to circulation of a Council Bill for introduction by 5:00 p.m. on the preceding business day, was suspended to allow consideration of an amendment to the proposed Introduction and Referral Calendar. ACTION 3: Motion was made by Councilmember Harrell, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Council Bill 119368, and by referring it to the City Council. Council Bill 119368, AN ORDINANCE relating to City employment; authorizing the execution of a collective bargaining agreement between the City of Seattle and the Seattle Police Officers’ Guild to be effective January 1, 2015 to December 31, 2020; amending Ordinance 125493, which amended the 2018 Budget (Ordinance 125475), by increasing appropriations to the Seattle Police Department and the Police Relief and Pension Fund; and ratifying and confirming certain prior acts; all by a 3/4 vote of the City Council. ACTION 4: Resolution 31844, A RESOLUTION proclaiming that Seattle affirms the United Nations Declaration on Human Rights Defenders in the wake of increased targeting of local activists. ACTION 5: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. APPROVAL OF THE JOURNAL Min 200 October 8, 2018 Motion was made, duly seconded and carried, to adopt the proposed Minutes by the following vote, and the President signed the Minutes: In Favor: 7 - Bagshaw, Harrell, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None Motion was made, duly seconded and carried, to amend the adopted Minutes of October 1, 2018, to correctly reflect Councilmember González' excused absence from the October 15, 2018 City Council meeting. F. PRESENTATIONS Councilmember Sawant presented a Proclamation honoring the 40th Anniversary and declaring October 16, 2018, as Central Co-Op Day. By unanimous consent, the Council Rules were suspended to allow Councilmember Sawant to present the Proclamation, and to allow Susanna Schultz of the Central Co-Op to address the Council. Page 3 City Council Meeting Minutes October 15, 2018 G. PUBLIC COMMENT Howard Gale addressed the Council regarding Introduction and Referral Calendar item, Council Bill 119368. Alex Tsimerman addressed the Council regarding Introduction and Referral Calendar item, Resolution 31844. Councilmember Bagshaw left the Council Chamber at 2:16 p.m. Marguerite Richard addessed the Council regarding a non-Agenda item. LaCrese Green addressed the Council regarding a non-Agenda item. Councilmember Bagshaw entered the Council Chamber at 2:21 p.m. Michael Fuller addressed the Council regarding a non-Agenda item. H. PAYMENT OF BILLS CB 119365 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119365. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 7 - Bagshaw, Harrell, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None I.
