A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in City
Hall in Seattle, Washington, on October 22, 2018, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:03
p.m., with Council President Harrell presiding.
B. ROLL CALL
Present: 6 - Bagshaw, González , Harrell, Johnson, Juarez, Mosqueda
Excused: 1 - Sawant

C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR
IRC 180 October 22, 2018
Motion was made, duly seconded and carried, to adopt the
proposed Introduction and Referral Calendar (IRC) by the
following vote:
In Favor: 6 - Bagshaw, González , Harrell, Johnson, Juarez, Mosqueda
Opposed: None
D. APPROVAL OF THE AGENDA
Motion was made, duly seconded and carried, to adopt the proposed
Agenda.

H. PAYMENT OF BILLS
CB 119367 AN ORDINANCE appropriating money to pay certain audited
claims and ordering the payment thereof.
Motion was made and duly seconded to pass Council Bill 119367.
The Motion carried, the Council Bill (CB) was passed by the
following vote, and the President signed the Bill:

I. COMMITTEE REPORTS
CITY COUNCIL:
1. CF 314388 Full unit lot subdivision of UTP, LLC, to subdivide one parcel into
87 unit lots at 2101 NE 88th Street (Project No. 3024872; Type III).
Motion was made and duly seconded to file Clerk File 314388.
The Motion carried, and the Clerk File (CF) was filed by the

2. CB 119366 AN ORDINANCE approving and confirming the plat of “Ravenna
North” in portions of the Southeast Quarter of the Southwest
Quarter of Section 33, Township 26 North, Range 4 East, W.M., in
King County, Washington.
Motion was made and duly seconded to pass Council Bill 119366.
The Motion carried, the Council Bill (CB) was passed by the
following vote, and the President signed the Bill:

J. ADOPTION OF OTHER RESOLUTIONS*
3. Res 31846 A RESOLUTION supporting Washington Initiative Measure 1639
and urging Seattle voters to vote “Yes” on Initiative 1639 on the
November 6, 2018, general election ballot.
ACTION 1:
Motion was made and duly seconded to adopt Resolution 31846.
ACTION 2:
PUBLIC COMMENT ON RESOLUTION 31846
In accordance with Revised Code of Washington 42.17A.555 and Seattle
Municipal Code 2.04.300, Council President Harrell provided the public an
opportunity to speak in favor of or in opposition to Resolution 31846.
Alex Tsimerman addressed the Council in opposition to Resolution 31846.
Public Comment on Resolution 31846 was closed.
ACTION 3:
The Motion carried, the Resolution (Res) was adopted by the
following vote, and the President signed the Resolution:

*Notice of Public Comment relating to Resolution 31846
As part of this meeting, the Seattle City Council intends to vote on
Resolution No. 31846, entitled, 'A RESOLUTION supporting Washington
Initiative Measure 1639 and urging Seattle voters to vote “Yes” on
Initiative 1639 on the November 6, 2018, general election ballot.'
Ballot title of Initiative 1639:
“Initiative Measure No. 1639 concerns firearms.
This measure would require increased background checks, training, age
limitations, and waiting periods for sales or delivery of semiautomatic
assault rifles; criminalize noncompliant storage upon unauthorized use;
allow fees; and enact other provisions.
Should this measure be enacted into law? Yes [ ] No [ ]”
As provided for under RCW 42.17A.555 and Seattle Municipal Code
2.04.300, the City Council will afford members of the public an
opportunity at the October 22, 2018, City Council meeting to
express a view that is in support or opposed to the proposed
City Council Resolution 31846. An equal opportunity will be given to
proponents and opponents of the measure.
The City Council meeting on October 22nd will begin at 2:00 p.m., in
the Council Chamber at 600 Fourth Avenue, 2nd floor. A sign-up sheet
will be available at 1:45 p.m. Speakers will be drawn from the sign-up list
in the order in which names appear and until the time allotted to
members of the public is exhausted. Note that not all members of the
public who sign up are guaranteed an opportunity to speak.
